Qwaltec has an immediate opening for a full-time Business Development & Capture Manager supporting federal space, defense, and government contracting markets. The right candidate will understand government customers, federal procurement, capture strategy, relationship development, and the discipline required to build a repeatable growth engine inside a small business. This role is intended for someone who wants to help drive Qwaltec’s growth and benefit directly from the value created as the company expands.

We are looking for someone who is:

  • Experienced in federal business development, capture, proposal support, government acquisition, aerospace and defense operations, program management, or customer engagement, with emphasis on defense space or national security space markets.
  • Able to strengthen Qwaltec’s BD systems, CRM discipline, pipeline reporting, capture processes, and executive-level opportunity reviews.

Qwaltec is seeking a business development and capture professional who can contribute immediately to opportunity identification, capture planning, customer engagement, and proposal positioning across DoD, U.S. Space Force, U.S. Air Force, Space Systems Command, and national security space customers.

Responsibilities:
  • Build and maintain relationships with government program offices, contracting officers, and industry teaming partners.
  • Support capture activities including competitive analysis, teaming strategy, and opportunity qualification.
  • Develop and maintain Qwaltec’s BD pipeline, CRM discipline, opportunity qualification process, and executive reporting rhythm so leadership has clear visibility into priorities, status, next steps, and resource needs.
  • Support proposal efforts with market intelligence, win-theme development, and coordination with technical leads.
  • Represent Qwaltec at industry days, conferences, and networking events (e.g., USSF events, AFCEA, NDIA, AUSA, Space Symposium).
  • Develop white papers, capabilities briefs, and presentations for government customers.
  • Collaborate with Qwaltec program managers, engineers, operations leaders, proposal support, and executive leadership to align BD activities with company capabilities, contract performance, staffing strategy, and growth priorities.
  • Support opportunity reviews with pipeline summaries, customer research, pursuit recommendations, and bid/no-bid inputs.
  • Help establish repeatable BD and capture processes, including opportunity intake, qualification criteria, capture handoffs, and leadership reporting templates.
  • Research and identify federal contracting opportunities through SAM.gov, GovWin IQ, FPDS, RFI, Sources Sought, and pre-solicitation notices in Qwaltec’s core markets, including space operations, mission control, technical training, and systems engineering.
RequirementsRequirements:
  • 8+ years of relevant experience in federal business development, capture, proposal support, government acquisition, aerospace and defense operations, program management, or customer engagement.
  • Direct experience with DoD, U.S. Space Force, U.S. Air Force, Space Systems Command, or related national security space and defense mission environments through military service, civil service, contractor support, acquisition, operations, program management, capture, or business development.
  • U.S. Citizenship, with the ability to obtain and maintain a U.S. security clearance.
  • Strong verbal and written communication skills; able to engage credibly with both technical and acquisition audiences.
Preferred Qualifications:
  • Active Top Secret (TS) or TS/SCI clearance strongly preferred
  • 8 – 15 years of relevant federal BD, capture, acquisition, aerospace and defense operations, program management, or government relations experience.
  • Experience supporting or working alongside Space Force, SSC (Space Systems Command), Peterson SFB, Schriever SFB, Buckley SFB, or Los Angeles-area space programs.
  • Familiarity with SAM.gov, GovWin IQ, or similar opportunity-tracking platforms.
  • Familiarity with AI tools, prompt engineering, agent-based workflows, or data analytics to support pipeline research, competitive intelligence, and BD reporting.
  • Experience with proposal writing, Shipley or similar capture/proposal methodologies, or structured BD frameworks.
  • Familiarity with federal contract types and vehicles, including cost reimbursable, fixed price, time and materials, and IDIQ contracts.
  • Bachelor's degree in business, engineering, political science, or related field (or equivalent combination of education and experience).
