We hold an active GSA MAS Contract (47QRAA24D00CU) and are expanding our footprint across government and commercial sectors.
Position Overview

We are seeking a Business Development & Proposal Specialist to support our growth in the federal, state, and commercial markets. This role focuses on proposal development, targeted outreach, and relationship building with decision-makers to drive new business opportunities.
This is an in-office position in Raleigh, NC, working 2030 hours per week, Monday through Friday.
Key Responsibilities

Proposal Development

  • Identify and track RFPs, RFQs, and RFIs (SAM.gov, GSA, state portals, etc.)
  • Prepare, edit, and submit compliant proposals
  • Develop technical, management, and past performance sections
  • Coordinate with internal teams to gather required information

Business Development & Outreach

  • Build and maintain relationships with decision-makers and contracting officers
  • Execute targeted marketing and outreach campaigns (email, LinkedIn, calls)
  • Identify and engage new clients in federal, state, and commercial markets
  • Support pipeline development and opportunity tracking
  • Participate in networking events and industry engagement
GSA Contract Promotion

  • Promote the companys GSA MAS Contract (47QRAA24D00CU)
  • Educate clients on how to procure services through GSA
  • Identify and pursue GSA task orders and opportunities
Documentation & Support

  • Maintain proposal templates, resumes, and past performance records
  • Track deadlines, submissions, and business development activities
Qualifications

Required

  • 2+ years of experience in proposal writing and/or business development
  • Experience with government contracting (federal, state, or local)
  • Strong writing, communication, and organizational skills
  • Ability to build relationships with clients and decision-makers
  • Familiarity with SAM.gov, GovWin, LinkedIn, or similar platforms
Preferred

  • Experience in language services, staffing, or consulting
  • Knowledge of GSA MAS and federal procurement processes
  • Experience with outreach campaigns or CRM tools
Compensation

  • Hourly Rate: $21 per hour
  • Schedule: 2030 hours per week (MondayFriday)
Performance-Based Incentives

  • $500 bonus for each GSA Task Order secured
  • $1,000 bonus for each contract awarded
