POSITION SCOPE AND ORGANIZATIONAL IMPACT
Moss' DOT Safety Specialist is a subject matter expert for all DOT-regulated fleet operations and Federal Motor Carrier Safety Administration (FMCSA) compliance programs. The DOT Safety Specialist is responsible for ensuring regulatory compliance, supporting operational excellence, protecting the company's safety rating, reducing organizational risk, and advancing a proactive culture of safety among commercial drivers, field leadership, and operations teams.
ESSENTIAL JOB DUTIES AND RESPONSIBILITIES
  • Establish, maintain, and audit Driver Qualification (DQ) files in accordance with 49 CFR Part 391
  • Verify driver credentials including CDL validity, medical certifications, MVR reviews, and employment history, prior to driver qualification and on an ongoing basis
  • Coordinate and monitor driver medical examinations and certification renewals, and CDL expiration requirements
  • Ensure timely completion of annual driver file reviews, updates and required documentation
  • Manage the FMCSA clearinghouse pre-employment, annual limited, and full queries as required
  • Monitor driver disqualification, suspensions, and license downgrade notifications
  • Monitor daily Hours of Service compliance for all commercial drivers
  • Review electronic logging device (ELD) data for log accuracy, falsification risk, unassigned driving time, and violation trends
  • Investigate and document HOS violations
  • Ensure ELD systems are properly maintained and compliant with FMCSA regulations
  • Provide coaching and counseling to drivers regarding HOS regulations
  • Partner with Fleet Safety Director on DOT-recordable accident investigations and root cause analysis
  • Assist with comprehensive accident reports and documentation
  • Maintain accident records and trend analysis data
  • Monitor company CSA scores across all BASIC categories
  • Analyze motor carrier data from FMCSA's Safety Measurement System (SMS)
  • Prepare reports and presentations on CSA performance for management
  • Manage DOT drug and alcohol testing program in accordance with 49 CFR Part 40 and Part 382
  • Coordinate pre-employment, random, post-accident, reasonable suspicion, return-to-duty, and follow up testing requirements
  • Monitor testing completion, compliance deadlines, and record retention requirements
  • Stay current with all FMCSA regulations, updates, and industry best practices
  • Assist with internal audits to ensure compliance with all applicable DOT regulations
  • Monitor all required DOT programs including maintenance records coordination, and safety management
  • Generate regular safety reports and metrics for management review
  • Maintain organized records in compliance with DOT retention requirements
  • Track and report on key safety performance indicators (KPIs)
  • Document all safety meetings, training sessions, and corrective actions
  • Perform other duties as assigned

EDUCATION AND WORK EXPERIENCE
  • Associate or Bachelor's degree in Safety Management, Transportation, or related field preferred
  • Minimum 5-7 years of experience in DOT/FMCSA compliance and/or fleet safety management
  • Proven track record of managing driver qualification files and Hours of Service (HOS) compliance
  • Experience with Compliance, Safety, Accountability (CSA) score management and improvement initiatives
  • Thorough understanding of CSA and the Safety Measurement System (SMS)
  • Proficiency with Electronic Logging Devices (ELD) and fleet management software
  • Experience with FMCSA portals (Clearinghouse, DataQs, SMS, etc.)
  • Excellent computer skills including Microsoft Office Suite (Word, Excel, PowerPoint)
  • Valid driver's license with clean driving record
  • Previous experience in the construction industry or similar heavy equipment environment
  • Experience with transportation management systems (TMS) and fleet tracking software
  • Experience preparing for and successfully completing DOT compliance reviews
  • Familiarity with post-accident drug and alcohol testing procedures
