Job Description

Leads the research, planning, development, and implementation of complex compliance programs to ensure the company’s full adherence to federal, state, and other regulatory requirements. Proactively identifies compliance risks by conducting thorough noncompliance investigations, audits, data analytics, and reporting to detect and address potential regulatory and policy violations.

Partners closely with internal and external stakeholders to perform in-depth root cause analysis and develop effective, sustainable corrective action plans that mitigate risk and strengthen organizational compliance posture.

Operates with a high degree of independence, serving as a trusted advisor to internal departments on complex regulatory requirements and their practical business implications. Designs and delivers impactful employee training programs to build organizational awareness and ensure consistent compliance with applicable regulations.

Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety.

Demonstrates commitment to conduct business honestly, ethically and consistent with our core values and Code of Conduct. Ensures duties are performed in accordance with all regulatory compliance obligations.

Job Responsibilities
  • Conducts thorough investigations into potential instances of noncompliance related to NERC and Gas Compliance standards, gathering and analyzing evidence to determine root causes and scope of impact.
  • Researches and remains current on federal, state, and other statutes, regulations, and orders relevant to NERC and Gas Compliance requirements.
  • Leads Root Cause Analysis and Corrective Action meetings following the completion of investigations, guiding cross-functional teams through the identification of underlying causes and development of effective corrective actions.
  • Performs audits, data analytics, and reporting to proactively detect potential regulatory and policy violations.
  • Prepares and delivers clear, concise, and technically sound investigation reports detailing findings, root causes, recommendations, and proposed corrective measures for leadership and regulatory bodies as needed.
  • Collaborates with Program Managers and cross-functional teams to align on compliance standards and ensure investigation findings and corrective actions are effectively implemented on time.
  • Assists in the planning, development, and implementation of programs to ensure ongoing compliance with all applicable regulatory requirements.
  • Supports the development and delivery of training programs to ensure employees understand regulatory compliance obligations and investigation/RCA processes.
  • Participates in regulatory audits and inspections as needed, assisting with audit coordination and tracking implementation of audit recommendations and corrective actions.
  • Gathers information from multiple sources and stakeholders to develop a comprehensive understanding of compliance issues; formulates appropriate responses and feedback.
  • Disseminates timely and clear communication on investigation status, RCA/CAR outcomes, and related compliance matters to relevant stakeholders.
  • Performs other duties as assigned.
Minimum Qualifications
  • Bachelor’s degree in business, accounting, economics, and finance, engineering or applicable field, and five years of relevant experience; or an equivalent combination of education and experience.
  • Strong organizational, analytical and communication skills including ability to interact with a wide variety of individuals.
  • Demonstrated ability to learn and apply new and upgraded computerized systems to job responsibilities, including use of software tracking mechanism for compliance issues, word-processing, spreadsheets and presentation programs.
  • Understanding of federal and state rules and regulations.
  • Proficiency in Microsoft Office Excel, Word, PowerPoint and Access, or other database applications.
Desired Qualifications
  • Ethics, compliance, and/or business conduct experience in the utility sector or other regulated industry.
  • Experience conducting non-compliance investigations and root cause analysis.
  • Certification or formal training in root cause analysis methodologies (e.g., 5-Why, Fishbone/Ishikawa, Fault Tree Analysis).
  • Strong analytical, critical thinking, and problem-solving skills.
  • Experience facilitating cross-functional meetings and leading corrective action planning discussions.
  • Strong written and verbal communication skills, with the ability to translate technical/regulatory findings for varied audiences.
  • Understanding of utility operations and regulatory frameworks.
  • Knowledge of NERC Reliability Standards and/or Gas Pipeline Safety regulations.
  • Experience with Power BI and SharePoint.
  • Ability to handle sensitive and confidential matters with discretion.

The pay range for this position is$82,000.00-$136,300.00, and this position is eligible for annual goals based incentive bonuses.
