Job Summary
This position can be located in any of Amtrak's main office locations - Wilmington, DE; Philadelphia, PA; Chicago, IL; Washington, DC; Boston, MA; New York, NY. Travel will be required throughout the territory.
Maintain shared responsibility for overseeing the company's systemwide compliance with federal regulations, railroad operating rules, safety rules and practices including within the Transportation, Infrastructure Maintenance & Construction Services and Mechanical departments. Ensure that critical safety assurance, QA and QC processes are in place and in compliance with Federal, State, and Local laws and regulations pertaining to safety and other legal requirements. Identify and improve compliance with the rules and procedures that have the greatest potential for reducing risk and increasing safety. Evaluate safety, compliance and other data as necessary; report identified trends in compliance and safety performance and related incidents across the company; and partner with internal and external organizations to design and implement improvements to QA-related internal controls.
Essential Functions
  • Conduct quality and safety assurance activities including audits to assess Amtrak programs for effectiveness and to ensure compliance with all applicable federal, state, and local laws and regulations and Amtrak standards, rules and policies, including OSHA, Transport Canada, and FRA safety regulations. These activities include interviewing Amtrak employees and other pertinent parties; reviewing and analyzing documents, records, and data; and conducting on-site and remote observations and inspections of railroad activities and assets.
  • Utilize data to ensure that correct methods are being applied to ensure safety and compliance, and to recommend process improvements.
  • Ensure that review data gives statistically valid representation and all required documentation is adequately and correctly prepared, documented and maintained.
  • Produce audit reports and related deliverables, verbally communicate the results of assurance activities, and ensure that required corrective and preventive action has occurred.

Minimum Qualifications
  • Bachelor's Degree or equivalent combination of education, training and/or relevant experience.
  • Plus 6 years of relevant work experience.
  • Valid Drivers' License

Preferred Qualifications
  • Bachelor's Degree or equivalent combination of education, training and/or relevant experience.
  • Plus 8 years of relevant work experience.
  • Certification in QA/QC, safety, or related discipline (International Organization for Standardization [ISO], Transit Safety and Security Program [TSSP], Occupational Safety and Health Administration [OSHA], World Safety Organization [WSO], etc.).
  • Current or prior railroad operating rules or roadway worker protection qualifications.
  • Knowledge of regulatory inspection processes, including related to the issuance of defects and violations (FRA, OSHA, EPA, Transport Canada, etc.).
  • Experience reviewing and analyzing specialized railroad data (e.g., locomotive event recorder data).
  • Experience utilizing data analysis tools including Microsoft Power BI and/or Enablon safety software.

Knowledge, Skills, and Abilities
  • Ability to analyze, interpret, summarize, communicate, and act on quantitative and qualitative data
  • Self-motivated and able to work independently
  • Effective organizational, administrative, and personal computing skills
  • Proficiency in Microsoft Word, Excel, SharePoint and PowerPoint
  • Demonstrated working knowledge of applicable FRA, Transport Canada, and/or OSHA safety regulations, policies, programs, as well as understanding of Amtrak safety rules and practices (or similar safety rules and practices in an applicable work environment)
  • Knowledge of compliance, safety assurance, and/or QA reviews and procedures

The salary/hourly range is $94,300.00 - $122,256.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.
