Description
The Opportunity
RETTEW is seeking an experienced Land Development Project Manager to lead development projects from initial concept through design, permitting, construction support, and closeout.
In this role, you'll combine technical expertise with project and client leadership, managing multidisciplinary teams, project scope, schedule, and budget while serving as a trusted partner to clients, municipalities, and regulatory agencies.
You'll work across residential, commercial, mixed-use, and other development projects, collaborating with RETTEW professionals across engineering, landscape architecture, survey, environmental, and planning disciplines.
This is an opportunity to take meaningful ownership of your projects and client relationships while helping develop the professionals working alongside you.
What You'll Do
As a Land Development Project Manager, you will:
  • Manage land development projects from proposal and initial concept through design, permitting, construction support, and project closeout.
  • Take responsibility for project scope, schedule, budget, quality, and client expectations.
  • Lead and coordinate multidisciplinary project teams, including engineers, landscape architects, designers, surveyors, environmental professionals, and other technical specialists.
  • Oversee and coordinate site planning, grading, stormwater management, utility design, erosion and sediment control, and related site-development activities.
  • Serve as a primary point of contact for clients, municipalities, regulatory agencies, and other project stakeholders.
  • Prepare and review plans, technical reports, calculations, specifications, permit applications, and other project deliverables.
  • Guide projects through municipal, regulatory, and permitting processes and help resolve technical or approval challenges.
  • Monitor project budgets, schedules, resources, and financial performance to support successful project delivery.
  • Identify project risks, scope changes, and emerging challenges and work with clients and internal teams to develop practical solutions.
  • Mentor and provide project guidance to engineers, landscape architects, designers, and other developing professionals.
  • Support proposal development, project pursuits, and opportunities to expand relationships with existing clients.
  • Collaborate across RETTEW offices and disciplines to bring the right technical resources to each project.

What We're Looking For
Required
  • Bachelor's degree in Landscape Architecture, Civil Engineering, or a related discipline.
  • Active Professional Landscape Architect (RLA) or Professional Engineer (PE) license.
  • Significant professional experience in land development, site design, or a related field.
  • Demonstrated project-management experience with responsibility for scope, schedule, budget, and project delivery.
  • Experience leading land development projects through design, permitting, and construction support.
  • Experience overseeing or coordinating site layout, grading, stormwater management, utilities, and related site-development elements.
  • Experience serving as a client contact and coordinating with municipalities, reviewing agencies, and other project stakeholders.
  • Experience leading or coordinating multidisciplinary project teams.
  • Working knowledge of municipal and regulatory permitting processes.
  • Strong written and verbal communication skills with the ability to manage multiple projects and priorities.
Preferred
  • Pennsylvania PE or RLA licensure, or eligibility to obtain Pennsylvania licensure through reciprocity.
  • Experience developing project scopes, fee estimates, and proposals.
  • Experience monitoring project financial performance and managing scope changes or additional services.
  • Experience mentoring engineers, landscape architects, designers, or other technical professionals.
  • Working knowledge of AutoCAD Civil 3D and stormwater-management/design tools.
  • Experience collaborating across environmental, survey, planning, and other multidisciplinary teams.
  • Experience supporting business development or expanding existing client relationships.
  • Existing relationships with regional municipalities, agencies, or development clients.

Work Environment
Workplace Designation: Hybrid - Three Days In-Office
Locations: Mechanicsburg, PA preferred or State College, PA
This role combines regular in-office collaboration with remote work, client and agency interaction, and project-related site visits or meetings. Collaboration with project teams, technical professionals, clients, municipalities, and regulatory agencies is an important part of the position.
