Job description

The Operations Manager supports the United States (U.S.) Army C5ISR Center to develop advances within cyber defense research; advanced detection methods; sensor structure, data optimization, and sensor architectures; intrusion detection innovations, evaluation methods, attack behaviors, insider threat, and adversarial threat predictions.


  • Provides comprehensive program management oversight for all contractor and subcontractor personnel supporting the task order.
  • Responsible for the management and oversight of all Contractor and subcontractor personnel performing work under this task order, ensuring their performance meets established standards outlined in this Performance Work Statement, Quality Assurance Surveillance Plan (QASP), and as required by the Contracting Officer or the Contracting Officer's Representative (COR).
  • Oversee performance management program for all project staff – mentor team leads and set quantifiable goals for employees
  • Prepare and present regular program reviews, performance metrics, and executive-level briefings.
  • Anticipate customer needs, propose innovative solutions, and align program outcomes with mission priorities. Propose ideas for on-contract growth.
  • Serve as the primary client relationship manager within the program office
  • Support capture, proposal, and business development activities related to follow-on and adjacent Client opportunities.
  • Handles all administrative functions and liaisons with the government for establishing priorities and training in new technologies as needed.
  • Provide high-level program management, budgeting, scheduling, trade-off analysis, and lifecycle costing; and conduct manpower assessments and risk management, as required.
  • Manages the overall contract onsite. All sections report to this position. The administrative aspects of the contract are managed by this position.
  • Ensures the manning and training of the contract staff are adequate for meeting the deliverables.

Required:

  • Bachelor’s Degree in Management or IT related degree with 10 years of experience
  • Senior-level experience and be well-versed in Information Technology practices
  • Experience serving as the Project Manager on at least one (1) contract with an annual value over $5M or a team size over fifteen (15) personnel that explicitly included Cloud Infrastructure, Data Analytics, and Agile software development components.
  • PMP Certified
  • TS/SCI Clearance

Salary range: $168,134 - $188,234

This position is in the proposal stage. The above salary range represents a general guideline. Depending on the position, employees may be eligible for overtime, shift differential, and/or discretionary bonuses in addition to base pay.
