Job description

Position Summary

The Planning and Design Engineers will execute early-stage strategic planning, infrastructure scoping, and financial modeling for large-scale facilities and real property assets from concept inception. Primary Objective: Merges planning, programming, specification customization, and cost engineering into one flexible category to translate requirements into robust project proposals ready for executive approval. These roles will reports directly to the Senior Project Engineer.


Individual must be able to attain and maintain a valid U.S. Government Public Trust security clearance.

Duties & Responsibilities

  • Evaluates new infrastructure requirements and guides capital improvement projects from initial concept through the formal justification phase.
  • Coordinates multi-disciplinary scoping charrettes with stakeholders to develop layouts, preliminary calculations, planning charrette reports, and economic analyses.
  • Generates Rough Order Magnitude (ROM) cost models utilizing parametric cost engineering systems, breaking down line items into standardized industrial divisions.
  • Evaluates and rates facility and utility sub-systems according to established structural and operational degradation criteria.
  • Analyzes facility utilization, evaluates space requirements against corporate standards, and updates long-term site development plans within a digital Comprehensive Planning Platform (CPP).
  • Customizes master guide specification templates into site-specific engineering documentation by partnering directly with trade leaders and internal technical specialists.
  • Coordinates reach-back engineering support for multi-disciplinary design calculations, retrieves field energy consumption data, and inputs metrics into sustainability software logs.
  • Executes assigned technical deliverables completely and autonomously, maintaining full ownership of output quality and completeness without daily managerial direction.
  • Performs other duties as assigned to support shifting operational needs.
  • Leads multi-disciplinary scoping charrettes with stakeholders to develop preliminary floor plan layouts and spatial boundaries.
  • Coordinates directly with corporate stakeholders and department heads to optimize real property footprints and develop community planning strategies.
  • Drafts technical supporting documentation, space assignment requests, and realignment briefs to justify real property modifications.
  • Evaluates underutilized real property assets and designs comprehensive decommissioning, sustainability, and property disposal strategies.
  • Performs other duties as assigned to support shifting operational needs.

Education & Experience Requirements

  • Minimum Education: Bachelor’s degree in electrical, Mechanical, Structural, or Civil Engineering from an accredited university or college, and/or a combination of specialized experience and education totaling at least eight (8) years, in facility project/ program/ estimating experience involving facility planning through design phases .
  • Minimum Experience: A minimum of 8 years of combined specialized experience and education in industrial/commercial construction cost estimation, parametric modeling, and engineering specifications.
  • Mandatory Certifications: OSHA 30-Hour General Industry Certification must be active or obtained within 90 days of hire.
  • SECURITY CLEARANCE REQUIREMENTS: All personnel require a minimum of a Tier 3 clearance for any position that requires access to the internet, use of automated systems or controlled areas prior to performance. US Citizenship is a requirement for a Secret level clearance at this location.

Skill & Certification Requirements

  • Proficient mastery of Comprehensive Planning Platforms (CPP), CAD software, spatial master planning platforms, and GIS spatial data analytics.
  • Must possess technical competence to remain on-site full-time and the capability to successfully meet and maintain local facility security access requirements.
  • Demonstrated ability in cross-functional facilitation, master land-use analysis, independent task prioritization, and advanced technical writing.
  • Proficient mastery of PACES (Parametric Cost Engineering System), RSMeans pricing databases, CSI MasterFormat, UFGS editing software, and energy tracking systems.
  • Demonstrated ability in meticulous mathematical analysis, data detail retention, collaborative technical consulting, and cross-functional communication.
  • Proficient mastery of project programming software, lifecycle risk modeling tools, asset condition index platforms, and financial tracking spreadsheets.
  • Must possess the technical competence to remain on-site full-time and the capability to successfully meet and maintain local facilities’ security access requirements.
  • Demonstrated ability in analytical problem-solving, project risk management, meeting preparation, and executive-level presentations.
  • Not required to lift more than 50lbs.
  • Position requires sitting, standing, and keeling for long periods of time. (Heavy Work)
