Position Summary:

Onit is seeking an RFP Analyst to support public‑sector sales efforts across the State, Local, and Education (SLED) market. This role will manage the development and submission of responses to RFPs, RFIs, ITBs, bid requests, and other formal procurement opportunities issued by state and local governments, public agencies, higher education institutions, and K‑12 organizations. The RFP Analyst will partner closely with Sales and cross‑functional subject matter experts to ensure submissions are compliant, accurate, compelling, and delivered on time. The ideal candidate understands the structured nature of public‑sector procurement, is highly organized, and can manage complex solicitation requirements across multiple concurrent opportunities.

Key Responsibilities:
  • Proactively identify relevant RFPs, RFIs, RFQs, bids, solicitations, and other procurement opportunities issued by state and local government agencies, higher education institutions, and K-12 organizations.
  • Manage assigned SLED RFPs, RFIs, ITBs, and other formal solicitations from intake through final submission, building and maintaining response schedules, compliance matrices, and review cycles.
  • Review procurement documents to identify mandatory requirements, evaluation criteria, deadlines, forms, certifications, and submission instructions, ensuring all submissions meet solicitation specifications.
  • Draft, edit, and tailor proposal responses for state and local government, higher education, and K-12 audiences, translating Onit's product, technical, security, implementation, and support capabilities into clear, compelling responses aligned to public‑sector needs.
  • Maintain approved proposal content, public‑sector boilerplate, customer references, certifications, security responses, and supporting documentation; coordinate with internal subject matter experts to keep content accurate and current.
  • Support bid/no‑bid analysis by summarizing solicitation requirements, timelines, risks, and resource needs; track amendments, bidder questions, pre‑bid conferences, and addenda
  • Track upcoming procurements, renewals, contract expirations, pre‑bid conferences, and other signals that indicate future opportunities.
  • Serve as a central point of coordination for internal contributors during active public‑sector bids, partnering with Sales, Legal, Security, Product, Finance, Professional Services, and Customer Success to gather accurate and approved response content.
  • Partner with SLED Account Executives to align discovered opportunities with target accounts, territories, and strategic priorities.
Required Skills:
  • 3+ years of experience in RFP management, proposal development, public‑sector sales support, government contracting, or a related role.
  • Demonstrated experience reviewing complex solicitation documents, managing compliance‑driven proposal responses, and supporting SLED or public‑sector procurement.
  • Strong writing, editing, proofreading, and project management skills with the ability to manage multiple deadlines and coordinate contributors across several functional teams.
  • Familiarity with government RFPs, RFIs, ITBs, cooperative purchasing, public bid portals, and formal procurement processes.
  • Experience in SaaS, enterprise software, legal technology, or another technology environment selling to public‑sector organizations.
  • Proficiency with Salesforce, proposal management platforms, Microsoft Office or Google Workspace applications, and content libraries; strong attention to detail and ability to interpret detailed procurement instructions.
