Job description

The Country Risk Review Head leads Citi's Country Franchise Review (CFR) and Country Watchlist (WL) Actions processes, which are critical components of Citi's Country Risk Management Framework. The role is responsible for overseeing the annual CFR process for approximately 180 countries and event-driven Country WL Actions process for countries downgraded on a WL Stage of Alert ensuring alignment with Citi's Country Risk Framework, governance requirements, and risk management objectives.
The individual serves as the global owner of the CFR and Country WL Actions processes and is responsible for the associated methodology, governance standards, execution framework, and continuous enhancement of the program. The role provides leadership and oversight of country franchise assessments and proactive risk mitigation actions across Citi's international network and is responsible for driving consistency, transparency, and effective governance throughout the process.
The role requires extensive engagement with senior executives across International, Banking, Risk, and other functions, as well as close partnership with stakeholders across both the First and Second Lines of Defense. The Country Risk Reviews Head is responsible for coordinating the annual review process and ensuring that materials, analysis, and recommendations presented to senior management and country risk governance forums are comprehensive, consistent, and support informed decision making, as well as for coordinating the timely implementation of Country WL Actions for countries which were downgraded on a WL Stage of Alert. The role also provides leadership and oversight to a professional responsible for supporting the execution and coordination of these activities globally.
Responsibilities
  • Lead the global Country Franchise Review (CFR) process across approximately 180 countries, ensuring consistent execution and alignment with Citi's Country Risk Management Framework.
  • Own and continuously enhance the CFR methodology, governance standards, procedures, and execution framework.
  • Oversee the annual CFR process for both Presence Countries and Hub Managed Countries, ensuring timely completion of reviews and comprehensive assessment of country risk profiles and franchise performance.
  • Coordinate and lead Country Risk Councils and other governance forums, including the preparation of materials, analysis, recommendations, and senior management presentations.
  • Partner with Country Officers, Cluster and Regional Management, Banking leadership, Chief Country Officers and Business Heads (CCO&BHs), and independent Risk Management throughout the Country Franchise Review process.
  • Coordinate discussions with senior stakeholders regarding country risk profiles, franchise developments, business plans, vulnerabilities, and emerging risks to support the completion of Country Franchise Reviews.
  • Ensure materials, analysis, and recommendations presented to senior management and governance forums are comprehensive, consistent, and support effective decision making.
  • Coordinate the governance, escalation, and action-tracking processes associated with countries placed on or downgraded within Citi's Watchlist Stage of Alert.
  • Monitor execution of remediation and risk mitigation actions for Watchlist countries and escalate concerns, delays, or emerging issues as appropriate.
  • Support Country Risk Management Committees and other governance bodies by providing country assessments, franchise summaries, and recommendations for review.
  • Identify opportunities to strengthen processes, reporting, governance, and transparency across the Country Franchise Review and Country Watchlist Actions processes.
  • Partner with stakeholders globally to drive process enhancements and efficiencies within the CFR and Country Watchlist Actions processes.
  • Develop methodologies, procedures, reporting, and governance standards to improve consistency and effectiveness across the program.
  • Provide leadership and oversight for the global coordination of the CFR and Country Watchlist Actions processes, including direct management and development of the supporting resource.
  • Build strong partnerships across the First and Second Lines of Defense to ensure effective governance, communication, and execution of the Country Risk Framework.
  • Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing, and reporting control issues with transparency.

Qualifications
  • 15+ years of experience in financial services, including at least 10 years of experience in Risk Management, Country Risk, Credit Risk, Franchise Risk, or related disciplines.
  • Extensive experience in country risk, sovereign risk, franchise assessments, governance, or related risk management activities.
  • Strong knowledge of Country Risk Management frameworks, governance practices, and risk appetite processes.
  • Demonstrate understanding of the nature and risk implications from key products within Citi Institutional, Wealth Management and Consumer businesses.
  • Experience leading complex global governance, review, or risk assessment programs.
  • Proven ability to influence, collaborate with, and build alignment among senior stakeholders across businesses, functions, and geographies.
  • Experience managing professionals and leading cross-functional initiatives across a global organization.
  • Strong understanding of geopolitical, macroeconomic, sovereign, regulatory, and franchise risk considerations.
  • Demonstrated ability to make sound judgments in complex and highly visible situations involving competing priorities and stakeholder perspectives.
  • Excellent analytical, strategic thinking, and problem-solving skills.
  • Proven ability to work effectively in high-pressure, time-sensitive environments while managing multiple priorities.
  • Outstanding written and verbal communication skills, including experience presenting to senior management, governance committees, and executive audiences.
  • Strong interpersonal and relationship management skills with the ability to build credibility across a broad range of stakeholders globally.
  • Knowledge of Citi's international franchise and country governance processes preferred.
  • People management experience and ability to lead, train and manage a small team.
