Job description

Position Summary

The Automation Developer designs, develops, tests, and sustains automated workflows supporting DOT WCF financial operations. The position focuses on reducing repetitive manual processing across data intake, validation, transformation, reconciliation, exception management, cost allocation, billing preparation, reporting, and quality control.

Automation is implemented using DOT-approved technologies and is designed to remain transparent, documented, nonproprietary, and maintainable by Government personnel. Because DOT is transitioning from Microsoft to Google, the Automation Developer separates financial and business rules from platform-specific automation components so workflows can be reconfigured as the Government environment changes.

Key Responsibilities

  • Identify repetitive, manual, high-volume, or error-prone processes suitable for automation.
  • Develop automation supporting external-data intake, transformation, validation, reconciliation, and release.
  • Automate recurring financial-model calculations and controlled data-processing activities where approved.
  • Develop workflows supporting allocation processing, billing preparation, exception routing, approvals, and reporting.
  • Implement business-rule validations and control checks before data advances to downstream processes.
  • Automate identification and routing of missing, invalid, duplicate, unmatched, or out-of-balance records.
  • Support scheduled processing of recurring provider files and system extracts.
  • Develop reusable, configurable workflow components rather than hard-coded or proprietary solutions.
  • Maintain clear separation between financial business rules and platform-specific automation logic.
  • Support current Microsoft-based processes, Google-based processes, or temporary hybrid processes as authorized at contract start.
  • Reconfigure automation components as DOT transitions from Microsoft to the approved Google target environment.
  • Integrate automated workflows with approved data structures, system interfaces, repositories, and reporting capabilities.
  • Develop logging, status tracking, exception reporting, and control mechanisms for automated processes.
  • Test automated processes against manually validated results before production release.
  • Support UAT, defect correction, regression testing, and release readiness.
  • Document automation logic, dependencies, configuration settings, exception procedures, and recovery procedures.
  • Develop technical runbooks, SOPs, job aids, and knowledge-transfer materials.
  • Train DOT personnel on routine operation and monitoring of automated workflows.
  • Provide Level 2 application and workflow troubleshooting while coordinating platform-level issues with OCDIO.
  • Support transition of routine automated processes to Government operation and sustainment.
