Temporary Rent Market Analyst :

The Housing Opportunities Commission of Montgomery County (HOC) was established in 1974 to better respond to the County’s need for affordable housing. HOC is authorized to acquire, own, lease, and operate housing; to provide for the construction or renovation of housing; obtain financial assistance from any public or private source to assist its housing activities; and arrange for social services, resident services, and daycare.


Job Description:

The Housing Resources division has is currently hiring for a Temporary Rent Market Analyst. This position is located Downtown Silver Spring at our main headquarters. The Rent Market Analyst will review and process requests for tenancy approval for completeness and accuracy.


Examples of Duties:

  • Review and process Requests for Tenancy Approval (RFTAs) for completeness and accuracy.
  • Verify applicant/tenant, unit, and landlord information through internal systems.
  • Review inspection results for accuracy and compliance with program requirements.
  • Determine rent affordability using income calculations, utility allowances, and payment standards.
  • Complete rent reasonableness determinations using the Novogradac electronic database.
  • Calculate approved rent amounts in cases involving unaffordable or unreasonable rents.
  • Conduct rent negotiations with landlords when proposed rents exceed program limitations.
  • Communicate effectively with proprietors and program participants regarding program requirements and determinations.
  • Ensure all actions comply with program policies, HUD guidelines, and internal procedures.
  • Maintain accurate and timely documentation in Yardi and external tracking systems.
  • Perform other related duties as assigned, including additional responsibilities related to RFTA processing.


Minimum Qualifications:

Experience

  • At least one (1) to two (2) years of administrative, customer service, or housing related experience preferred.


Education:

  • Requires a high school diploma or equivalent certificate of completion.
  • An equivalent combination of education and experience may be accepted. Low-income residents in Montgomery County with the above qualifications are encouraged to apply.

Knowledge, Skills and Abilities

  • Strong organizational and time management skills.
  • Ability to analyze and interpret program requirements and regulations.
  • Customer service-oriented with strong problem-solving abilities.
  • Ability to maintain confidentiality and professionalism in all interactions.


Work Schedule/Location

  • Work Schedule is in office Monday-Friday, 8AM-5PM.
  • Telework is not provided for temporary employees; however, limited telework may be provided at the sole discretion of the direct supervisor.
  • Parking costs are the responsibility of the selected candidate and not reimbursed through HOC.
  • Position may have the potential for permanent hire within three (3) to six (6) months based on organizational needs and performance.
