The North Carolina Clean Energy Technology Center at NC State University advances a sustainable energy economy by educating, demonstrating and providing support for clean energy technologies, practices, and policies. This mission is accomplished through work in the following major program areas; Renewable Energy, Clean Power & Industrial Efficiency, Clean Transportation, Green Building, Economic Development, Energy Policy & Markets, Workforce Development and Education & Outreach. The NC Clean Energy Technology Center serves as a resource for innovative, clean energy technologies through demonstration, research and analysis, technical assistance, outreach and training.
The NC Clean Energy Technology Center's Policy & Markets Program works to advance a sustainable energy economy by conducting objective research and analysis and providing education and technical assistance on energy policy issues nationwide. Energy Policy & Markets Program staff manage multiple high-profile national and regional energy policy research, analysis, and technical assistance projects that require an exceptionally high degree of expertise and leadership. The Energy Policy & Markets Program conducts work across numerous clean energy technologies and topics, including renewable energy, distributed energy resources, power decarbonization, grid modernization, transportation electrification, building electrification, energy efficiency, utility business models, rate design, and more. Essential Job Duties
The Project Manager / Sr. Project Manager position will support the Energy Policy & Markets Program of the NC Clean Energy Technology Center on projects including, but not limited to, research for the Database of State Incentives for Renewables and Efficiency (DSIRE), the DSIRE Insight project, the Carolinas Development Assistance and Siting Hub (Carolinas DASH) project, and analysis for various Center reports and publications. The Project Manager / Sr. Project Manager will also engage with external partners, manage projects, and develop new project proposals.

Core Competencies & Responsibilities
External Engagement (40%)
  • Share energy policy research and insights with external audiences through presentations, social media, and written analysis.
  • Support stakeholder engagement and facilitation activities, including leading stakeholder meetings.
  • Represent the Center in various external working group and stakeholder meetings.
  • Develop and maintain partnerships with other organizations (non-profits, public utilities commissions, state energy offices, local governments, utilities, etc.) to amplify and expand the Center's work.
  • Lead the development of new grant proposals and other business development efforts of the Policy & Markets team.
  • Respond to and/or delegate information requests related to renewable energy and energy efficiency policy by policymakers, media representatives, and other stakeholders.
Project Management (30%)
  • Manage customized fee-for-service policy research and analysis projects, including managing client relationships and ensuring successful completion of projects.
  • Oversee the work of other staff on fee-for-service, foundation, and grant projects.
  • Develop project deliverables, workplans, and timelines.
  • Ensure compliance with project and grant requirements, including completing required reporting and liaising with administrative staff.
Research & Analysis (30%)
  • Conduct energy policy research and analysis for DSIRE, DSIRE Insight, and other Policy & Markets team projects.
  • Develop written resources, such as white papers, best practices or model documents, fact sheets, and blog posts, on energy policy topics.
  • Track and analyze energy policy developments, including proposed legislation and regulatory proceedings.
  • Track and analyze federal energy policy developments as needed.
  • Review and update policy and program entries in DSIRE.
  • Collaboratively develop work products and proposals for new work products based on the DSIRE and DSIRE Insight projects.
Other Responsibilities
  • Collaborate with other NCCETC programs and NCSU departments on projects with energy policy and market ties.
  • Work with interns to help provide oversight and learning opportunities.
Qualifications
Minimum Education and Experience
  • Bachelor's degree in environmental studies, public policy, political science, economics, or a related field
  • Three or more years of relevant professional experience (a Master's degree may count as one year of professional experience

  • Bachelor's degree in environmental studies, public policy, political science, economics, or a related field
  • Five or more years of relevant professional experience (a Master's degree may count as one year of professional experience)- May qualify as a Senior Project Manager
Other Required Qualifications
  • Strong understanding of federal, state, and local energy policy and regulation; regional and state electricity markets; and utility regulation
  • Ability to work as a team player, along with capability to work independently with significant initiative on defined tasks and projects
  • Excellent strategic thinking skills
  • Excellent analytical and organizational skills, including attention to detail
  • Excellent written and oral communication skills between co-workers and relative to clients and external partners
  • Experience managing projects and engaging with external partners
  • Willingness to travel as needed
Preferred Qualifications
  • Master's Degree in policy, environmental science, engineering, economics or related field
  • Minimum of five years of experience in the energy field, including experience with clean energy and energy efficiency policy
  • Grant writing, foundation fundraising, and business development experience
  • Experience in energy modeling or working with energy modeling firms
  • Five or more years of relevant professional experience (a Master's degree may count as one year of professional experience)- May qualify as a Senior Project Manager
