SkyePoint Decisions is seeking a Research Application Services (RAS) Project Manager to be responsible for coordinating cybersecurity support activities associated with Research Application Services environments. This role serves as the primary coordinator between program leadership, cybersecurity teams, system owners, researchers, and Government stakeholders to ensure RAS-related security, compliance, and operational activities are effectively planned, tracked, and executed.

The RAS Project Manager oversees project schedules, stakeholder communications, risk management activities, action tracking, and integration of RAS cybersecurity requirements into broader cybersecurity operations. The position works closely with RMF, Governance, Risk & Compliance (GRC), Vulnerability Management, Incident Response, and Technical Operations teams to support research systems and applications.

This position is a fully remote part-time position.

Responsibilities:

  • Manage day-to-day coordination of cybersecurity support activities for Research Application Services (RAS).
  • Develop and maintain project schedules, milestones, deliverables, and dependencies.
  • Serve as the central coordination point between Research Application Services stakeholders and cybersecurity operational teams.
  • Coordinate RAS participation in governance reviews, risk reviews, continuous monitoring reviews, and cybersecurity planning activities.
  • Ensure RAS activities are integrated into portfolio-level cybersecurity reporting, metrics, dashboards, and executive briefing materials.
  • Coordinate activities across cybersecurity, infrastructure, application, and business teams.
  • Monitor project progress and ensure activities remain aligned with objectives.
  • Facilitate regular status meetings, stakeholder discussions, and action-item reviews.
  • Track project risks, issues, decisions, and dependencies.
  • Integrate RAS cybersecurity activities into the overall program management framework.
  • Coordinate support for research applications, associated systems, and related cybersecurity initiatives.
  • Ensure RAS-related activities are reflected in project schedules, reporting mechanisms, and governance processes.
  • Support planning and execution of cybersecurity initiatives impacting research-focused environments.
  • Coordinate with RMF, Assessment & Authorization, GRC, Vulnerability Management, Threat Detection, and Incident Response teams.
  • Ensure cybersecurity deliverables, findings, risks, and remediation efforts are properly tracked and reported.

Required Qualifications:

  • Bachelor's degree in Information Technology, Cybersecurity, Computer Science, Business Administration, Project Management, or a related field.
  • Minimum 5 years of project management experience supporting Federal IT or cybersecurity programs.
  • Experience managing multiple projects, workstreams, or operational initiatives.
  • Experience supporting cybersecurity, compliance, or technology programs.
  • Knowledge of project management methodologies, risk management, and performance reporting.
  • Familiarity with:
    • NIST RMF (SP 800-37)
    • FISMA
    • Federal cybersecurity compliance requirements
    • IT governance and operational processes
  • Strong organizational, communication, and stakeholder management skills.
  • U.S. Citizenship required.
  • Ability to obtain and maintain a Public Trust.

Preferred Qualifications:

  • One or more of the following certifications:
    • PMP (Project Management Professional)
    • Certified ScrumMaster (CSM)
    • PMI-ACP
    • CAPM
    • Security+
    • CGRC (formerly CAP)
    • CISSP
  • Experience supporting HHS or other Federal civilian agencies.
  • Experience supporting research, scientific, healthcare, or biomedical environments.
  • Knowledge of cybersecurity governance and compliance programs.
  • Experience coordinating RMF, vulnerability management, incident response, or continuous monitoring activities.
  • Familiarity with ServiceNow, Microsoft Project, Jira, Archer, eMASS, or similar management platforms.
  • Experience supporting cloud-hosted application environments.

Compensation:

Salary Range: $135,000 - $165,000
