Program Manager (PM) — Health Record Coding Services

The Program Manager is the Contractor's single point of accountability for all work performed under this contract, serving as the named Key Personnel per VAAR 852.237-75. The PM owns overall contract execution coding, audit, and training service lines ensures compliance with PWS performance standards (§5.0), and is the primary liaison to the VA COR and Contracting Officer for all programmatic, staffing, and reporting matters.

Key Responsibilities

  • Serve as the designated Key Personnel and primary point of contact for the VA COR/Contracting Officer.
  • Direct and coordinate the Coding Operations Lead, Lead Coding Auditor, and CDI/Training Lead to meet all PWS deliverables and timelines (PWS §4.0).
  • Monitor performance against the ≥95% accuracy standard and coding turnaround SLAs (PWS §5.0); escalate and remediate shortfalls.
  • Prepare and submit weekly/monthly status reports, coding completion metrics, and the Final Contract Summary (PWS §4.0).
  • Manage staffing plan, including recruiting, onboarding, and replacement of personnel; ensure all replacements meet qualification, security, and training requirements before starting work (PWS §6.0).
  • Oversee compliance with VA information security, privacy, PHI/PII, and records management obligations.
  • Manage subcontractor relationships (if any) and flow down all applicable contract clauses.
  • Represent the company at contract-level meetings, kickoff, and any Government-requested reviews.
  • Own risk management, invoicing coordination, and option-year transition planning across the 5-year period of performance.

Minimum Qualifications

  • Bachelor's degree in Health Information Management, Healthcare Administration, Business, or related field (equivalent experience considered).
  • Minimum 5–7 years of program/project management experience in healthcare revenue cycle, HIM, or medical coding operations.
  • Minimum 3 years managing federal or VA healthcare services contracts preferred.
  • Demonstrated experience managing distributed/remote coding and audit teams.
  • Strong working knowledge of ICD-10-CM/PCS, CPT, HCPCS, and VHA coding guidelines sufficient to oversee technical staff.
  • Excellent written and verbal communication skills for Government reporting and briefings.
  • U.S. citizen or authorized to work in the U.S. without sponsorship.

Required / Preferred Certifications

  • PMP (Project Management Professional) preferred, not required.
  • RHIA or RHIT (AHIMA) preferred given the technical subject matter.
  • Prior experience as a Program/Contract Manager on a VA or other federal HIM contract — strongly preferred.

Security & Compliance

  • Must pass VA background investigation/fitness determination commensurate with assigned risk tier (PWS §10.0; VAAR 852.204-72) tier to be confirmed with the CO.
  • Complete all required VA security, privacy, and records-management training prior to contract performance start.
  • Responsible for ensuring team-wide compliance with PHI/PII handling and VA information system access rules.
