Senior Proposal Manager

Location: McLean, VA (Hybrid preferred, fully remote considered)

Employment Type: Full-Time

Salary Range: $125-$175k DOE

Travel: Up to 10%

Position Summary

Revolutional is seeking an accomplished Principal Proposal Manager to lead the company's largest, most strategic federal pursuits while serving as a senior leader within the Growth organization. The Senior Proposal Manager is responsible for collaborating with the capture teams & translating capture strategy into compelling, compliant proposals and advising leadership on proposal readiness, positioning, messaging, ensuring exceptional proposal quality from capture through submission. This role serves as a trusted advisor to Business Development, Capture, Operations, and executive leadership and mentors Proposal Managers across the organization.

Primary Responsibilities

  • Lead the company's largest and most strategic proposals, including complex prime pursuits, enterprise programs, major recompetes, and must-win opportunities.
  • Serve as Proposal Lead on large, strategic, and must-win opportunities.
  • Partner with Capture Managers to refine and translate win strategies, discriminators, customer insights, and solution strengths into evaluator-focused proposal messaging.
  • Analyze solicitations and own compliance matrices, annotated outlines, schedules, and proposal management plans.
  • Lead proposal kickoffs, storyboard sessions, writer workshops, Pink, Red, Gold, Executive, and White Glove reviews.
  • Manage integrated teams including SMEs, Solution Architects, Pricing, Contracts, Recruiting, Graphics, Editors, Writers, Production, and subcontractors.
  • Provide executive-level status reporting, identify risks, and recommend recovery actions.
  • Oversee graphics strategy and visual storytelling to maximize evaluator engagement.
  • Direct proposal production, configuration management, and electronic submissions.
  • Mentor Proposal Managers and establish proposal management best practices across the organization.
  • Drive continuous improvement through lessons learned, reusable content, AI-enabled proposal development, and process optimization.
  • Support proposal staffing, surge planning, resource allocation, and proposal operations initiatives.

Minimum Qualifications

  • Bachelor's degree in a related discipline; Master's degree preferred.
  • 10–12+ years of federal proposal management experience.
  • Demonstrated leadership of complex federal proposals, including strategic prime pursuits valued at $100M or more; experience with $250M+ and enterprise IDIQ or GWAC pursuits strongly preferred.
  • Expert knowledge of Shipley methodology and federal proposal lifecycle.
  • Expert understanding of FAR/DFARS, Sections C, L, and M, compliance management, and evaluation criteria.
  • APMP Practitioner or Professional certification preferred.
  • Extensive experience with IDIQs, GWACs, BPAs, task orders, FFP, T&M, and Cost-Plus procurements.
  • Advanced Microsoft Office, SharePoint, Adobe Acrobat, collaboration platforms, and AI-enabled proposal tools.
  • Outstanding leadership, executive communication, facilitation, negotiation, and mentoring skills.

Leadership Expectations

The Principal Proposal Manager is expected to operate with minimal oversight, influence executives, coach proposal professionals, improve organizational proposal maturity, and consistently deliver compliant, compelling, customer-focused proposals that improve Revolutional's win rate. The individual will be viewed as one of the company's foremost proposal experts and a key contributor to Growth strategy.
