xScion is seeking an IV&V Analyst to work on an xScion project team with one of our clients. The analyst serves as the primary bridge between OEB's benefits and HRIS stakeholders and the Data Hub implementation team. Combines business analysis with Independent Verification & Validation (IV&V) to ensure requirements, data, and test coverage accurately reflect real-world workflows, plan rules, and participant needs.


As an IV&V Analyst, You Will:

  • Elicit, document, and prioritize reporting and analytics use cases (participant 360 views, pension calculations, survivor inquiries, state compliance analyses, inactive population communications) across benefits and HRIS domains
  • Capture detailed functional and data requirements including data elements, derivation rules, transformations, and validation logic tied to plan rules and operational processes
  • Define and maintain IV&V strategy, test plans, and test scenarios covering data ingestion, transformations, reconciliations, controls, and performance - aligned with project artifacts (requirements, risk register, test plans)
  • Develop and execute structured test cases and data-validation checks for PoC and incremental deliverables, independently assessing data accuracy, integration quality, and adherence to HRIS and benefits requirements
  • Document defects, gaps, and issues in a clear, traceable manner including impact analysis and remediation recommendations - maintaining independence from implementation vendors
  • Collaborate with Data Architects and Governance/Security leads to ensure requirements and test cases incorporate data-quality, privacy, and compliance expectations for benefits and HRIS data
  • Prepare go-live readiness assessments and IV&V validation reports summarizing test coverage, findings, simplification opportunities, residual risks, and decision options for OEB leadership


To Be Successful, You Need:

  • Permanent Residency or US Citizenship
  • Bachelor's degree in Computer Science, Information Systems, Business IT Management or equivalent practical experience
  • 5+ years as a business analyst or QA/IV&V analyst with direct experience in defined benefit (DB) and/or defined contribution (DC) retirement plan administration
  • Demonstrated ability to elicit and document complex use cases and business rules from benefits, actuarial, and compliance stakeholders
  • Hands-on experience defining and executing IV&V or data validation test strategies for data ingestion and transformation workflows
  • Experience working independently of implementation teams to produce objective validation reports and go-live readiness assessments
  • Strong requirements documentation skills: use cases, data dictionaries, business rules, and traceability matrices
  • Ability to develop realistic test scenarios grounded in plan rules, participant data structures, and real-world benefits operations


Nice to Have:

  • Experience with HRIS platforms and recordkeeper data structures (e.g., Aon, Fidelity, Vanguard, Empower recordkeeping data exports)
  • Familiarity with health benefits data in addition to DB/DC
  • Prior work supporting Federal Reserve System, OPM, or equivalent public-sector or financial institution benefits programs
  • ISTQB, CBAP, or equivalent certification
