Serving as a leader on the Advocate Health Government Affairs Team, the Vice President Government Affairs & Operations will oversee the state government affairs team and will be a leader of all business processes and operational functions of the department. The role will advance the interests of the Enterprise by maximizing Government Affairs processes and strategy, supporting state and federal advocacy and local engagement, leading internal and external communication initiatives, while measuring impact. Reporting to the SVP, Chief Government Affairs Officer (CGAO), the VP will lead in the execution of the broader team's strategy and organization, overseeing special and ongoing projects, managing budgets, presentations, issue briefs and strategy documents. The VP shall serve as an enterprise leader, with responsibilities for Government Affairs operations across the entire Advocate Health footprint.
The VP will be a critical partner to the CGAO and Government Affairs leaders across the enterprise in advancing strategic initiatives and member engagements, building and hardwiring communication vehicles and tracking and reporting on the team's goal achievement. The VP will not serve as a registered lobbyist, but will be a visible member of the Government Affairs team, streamlining operational and work processes, enabling the success of our front-line lobbyists and policy leaders, working with executive and cross-disciplinary leaders and staff, building relationships, and elevating the impact and reach of the Government Affairs Team.
In addition to directing and coordinating day-to-day operations and project management, the VP will plan and coordinate departmental functions such as team retreats and professional development opportunities. The VP's focus will be on fostering effective and efficient processes, promoting responsible use and management of all resources, and developing new and innovative solutions for the department.
Major Responsibilities:
Oversee the State Government Affairs team, prioritize projects,contractsand keyopportunities.
Collaborate withother internal teams andserve as a strategic liaison
Manage data platforms, communication vehicles, presentations, executivebriefingsand various relationship management tools.
Work closely with finance, HR, strategy,analyticsand operational colleagues toensure efficiency and optimization of all Government Affairsefforts
Establish andmaintainkey relationships forGovernmentAffairsthought leadership, developing creative and engaging internal management strategies.
Lead budget reviews andefficiency initiatives.
Support in-market lobbyistsin broader engagement projects, serving as a thought partner, creativeresourceand sometimes on-site resource.
Partner with the lobbying and policy teams by contributing to thought leadership opportunities, national profileobjectivesand third-party engagements.
Support special enterprise projects for the CGAO.

Education Required:
BachelorsDegreein: Business administration, business operations,health administration, or publichealth
Experience Required:
Experience inlocal,stateor federal government work: staff communications, policy, strategy or leadership roles, and/or advocacy positions.
Experience inquality improvement and change initiativesas well as budget management andplanning.
Strong background inproject management,strategic execution, strategydesignand cross-enterprise functionalcoordination.
Experience inusing AI to advance strategic goals.
15+ years of experience inproject managementin large and matrixed clinical-health system environments aplus.
Knowledge, Skills & Abilities Required:
Analytical and problem-solving mindset: ready to tackle emerging and urgent government issues with the team but also able tocreatively and purposely develop long-term objectives and strategies.
Highly organized and proficient with existing and emerging Microsoft suite tools, helping to connect a teamspreadover many states and geographies.
Demonstrated ability to manage ambiguity, drive change, and navigate complex organizational dynamics.
Physical Requirements and Working Conditions:
Position is hybrid/remote. Anticipating about 25% travel, primarily in the Milwaukee, Chicago, and Charlotteareas.
Operates all equipment necessary to perform thejob.
Exposed to a normal officeenvironment.
