Summary
The Supervisory Social Worker for the Veteran's Justice Program (VJP) will split time between direct clinical care and the administrative tasks associated with program management and administrative and clinical supervision of staff. Works in conjunction with the Homeless Programs to coordinate
administrative and patient activities for this program and with VA and non-VA employment providers to ensure access to ongoing employment services as needed, housing and other resources.

The Veteran's Justice Program focuses on justice-involved Veterans in the following settings: 1) at the front end of the justice system (jails and/or courts), 2) during the duration of Veterans Treatment Court involvement 3) court and jail outreach, and 4) as a subject matter expert to provide referrals regarding legal circumstances (i.e.-outstanding warrants, civil matters, criminal/justice involvement).
Duties may include but are not limited to:

• Must have a high level of skill and expertise to establish and maintain effective therapeutic relationships with justice-involved Veterans.
• Social Worker is able to independently work with Veterans and their families who are experiencing a wide range of complicated medical, psychiatric, emotional, behavioral, and psychosocial problems and provide clinical care at an advanced practice license level.
• Completes comprehensive psychosocial assessments, including HOMES assessments. Advanced clinical training, insight and expertise is utilized to interpret assessment information and identify viable treatment options.
• Assesses elevated risk factors, acuity, and the need for services. The social worker could assist Veterans who tend to have frequent and severe crises, lack family or an adequate community support network, be poor at self-monitoring, frequently fail to comply with instructions and treatment, or have significant deficits in coping skills and require continuing professional psychosocial support.
• Possess skills and knowledge to provide ongoing case management services to justice involved Veterans who are being monitored by treatment courts (and as needed for Veterans released from correctional institutions) by performing duties to facilitate independent community living by coordinating mental health and community care.
• Independently identifies high-risk patients and provides appropriate level of case management services. Provides crisis intervention services, seeking to address the cause as well as the presenting complaint.
• Provides linkage and referral to VA medical and mental health treatment and other VA services including VA benefits, community-based social services and other non-VA entitlement programs.
• Independently provides consultation services to other staff regarding the psychosocial needs of justice-involved veterans and the impact of psychosocial problems on health care and adherence to treatment plans.
• Performs specialized treatment of complex physical or mental illness.
• Participates in the development of a treatment plan with Veterans. The treatment plan includes individualized goals and measurable objectives based on relevant psychological, medical, and psychiatric information.
• Participates in the assignment of Veterans to VA and non-VA treatment teams and programs, including by consulting with relevant program clinical staff in planning treatment for Veterans with co-morbidities.
• Documents contacts with justice-involved Veterans in the Veterans' electronic health record (EHR), using progress notes and appropriate evaluation tools developed for justice outreach.
• With written consent of the Veteran, the social worker provides input into treatment planning to the court and reports on treatment progress in VA services as needed, including, if indicated, treatment-related toxicology test results.
• Conducts active outreach to Veterans involved in the justice system, including those who may be participants, or candidates for participation, in treatment court programs, including Veterans courts.
• Travels where necessary, or as assigned in the capacity of community outreach, home visits and Veteran's Justice program.

Work Schedule: Full-Time, M-F 0730-1600
Pay: Competitive salary and regular salary increases
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.
Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66

Qualifications
Basic Requirements:
Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part).
English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going tohttp://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a Master of Social Work.
Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going tohttp://vaww.va.gov/OHRM/T38Hybrid/.
Grandfathering Provision. The following is the standard grandfathering policy for all title38 hybrid qualification standards. Please carefully review the qualification standard to determine the specific education and/or licensure/certification/registration requirements that apply to this occupation.
All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure or certification that are part of the basic requirements of the occupation. Senior Social Worker GS-12
Experience/Education. The candidate must have at least two years of experience post advanced practice clinical licensure and should be in a specialized area of social work practice of which, one year must be equivalent to the GS-11 grade level. Senior social workers have experience that demonstrates possession of advanced practice skills and judgment. Senior social workers are experts in their specialized area of practice. Senior social workers may have certification or other post-masters training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience in a specialty.
Licensure/Certification. Senior social workers must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, candidates must demonstrate all of the following KSAs:(a)Skill in a range of specialized interventions and treatment modalities used in specialty treatment programs or with special patient populations. This includes individual, group, and/or family counseling or psychotherapy and advanced level psychosocial and/or case management.(b)Ability to incorporate complex multiple causation in differential diagnosis and treatment within approved clinical privileges or scope of practice.(c)Knowledge in developing and implementing methods for measuring effectiveness of social work practice and services in the specialty area, utilizing outcome evaluations to improve treatment services and to design system changes.(d)Ability to provide specialized consultation to colleagues and students on the psychosocial treatment of patients in the service delivery area, as well as role modeling effective social work practice skills.(e)Ability to expand clinical knowledge in the social work profession, and to write policies, procedures, and/or practice guidelines pertaining to the service delivery area.(4)Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Senior social workers are licensed or certified to independently practice social work at an advanced level. Senior social workers typically practice in a major program area such as but not limited to: Polytrauma Rehabilitation Center or Polytrauma Network Site; a Spinal Cord Injury Rehabilitation Center, or a national VHA referral center, such as a national Center for Post-Traumatic Stress Disorder or a national Transplant Center, or other program are of equivalent scope and complexity.
