Job Summary
The Department of Human Resources (DHR) is seeking an experienced HR Benefits Specialist to support the administration of the County's risk management and leave management programs. The duties of the position are detail-oriented, deadline-driven, and time-sensitive. Day-to-day responsibilities focus on customer service, employee support, and vendor coordination. This position administers a combination of the County's risk management, workers' compensation, and leave management programs, including workers' compensation claims; property, casualty, and liability claims; leave programs and policies, including the Family and Medical Leave Act (FMLA), Disability, and Paid Family Leave; and the occupational health program to include but not limited to:
  • Respond to a moderate volume of inbound calls and emails from employees, and local HR representatives.
  • Answer questions and provide information, guidance, and general assistance regarding County risk management and leave management related human resources programs, plans, policies, procedures, rules, and regulations.
  • Analyze customer issues related to risk and leave programs and provide recommendations for response. Serve as a liaison between County and contracted third-party administrators.
  • Administer and support Virginia Workers' Compensation claims, including complex claims involving Public Safety employees and Virginia statutory presumptions.
  • Perform payroll audits and program audits to ensure accuracy and compliance between HRIS and County vendors.
  • Conduct employee benefits presentations and training.
  • Process vendor invoices for administrative services.
  • Respond to auditor and vendor requests.
  • Perform other related duties as required and assigned.

HIRING RANGE: Commensurate with experience.
Minimum Qualifications
Bachelor's degree in Human Resources, Business Administration, or a related field; one (1) year of related work experience in the assigned area; or an equivalent combination of education and experience. Experience with local government Public Safety and Virginia Workers' Compensation claims is strongly preferred.
Knowledge of Human Resources Information Systems (HRIS) / payroll experience as well as knowledge of MS Office applications preferred with advanced Excel skills.
Exhibit excellent written and verbal communication skills and the ability to deliver effective communication for new hire orientation, presentations and direct correspondence to employees and vendors.
A successful candidate should have comprehensive knowledge of risk management, workers' compensation, FMLA, and the ability to learn quickly.
Job Contingencies and Special Requirements
ARM, CWCP, PHR, SPHR, SHRM-CP, or SHRM-SCP certification is highly preferred.
Successful candidate will undergo criminal background, driving, and credit checks.
