Summary
You will serve as a Technical Project Manager for the Afloat Counter Unmanned Systems (ACUS) portfolio within the Integrated Engagement Systems Department (E), Gun Weapon Systems Division (Code E30) or the Advanced Hypersonic Weapons & Guided Munitions Division (Code E20) of NAVSURFWARCENDLD.
This position is part of the Warfare Centers Personnel Demonstration Project. ND-05 is equivalent to GS-14/15.

Duties
Help
  • You will serve as a Technical Project Lead (TPL) for the Afloat Counter Unmanned Systems (ACUS) portfolio.
  • You will be responsible for the technical baseline and risk management, employing an agile, iterative approach to evaluate emerging technologies and ensure the continuous delivery of safe, authorized, and effective C-UxS solutions.
  • You will lead technical efforts by coordinating activities across Ship Integration and Certification, Launcher and Gun-Based Effectors, Fire Direction, and Systems Engineering.
  • You will provide hands-on guidance to a diverse engineering team, ensuring strict adherence to engineering best practices and driving the technical review of all deliverables.
  • You will lead a cross-functional team to ensure successful project execution and alignment with program and sponsor goals, while fostering collaboration across technical and programmatic disciplines to achieve project success.
  • You will evaluate emerging technologies and systems to accelerate delivery of rapid capabilities to the Fleet, employing a highly agile, iterative engineering approach focused on continuous/rapid deployment of effective ship self-defense solutions.
  • You will provide hands-on technical leadership to a diverse engineering team, resolving complex system issues, enforcing engineering best practices, and validating all technical deliverables prior to fleet release.
  • You will serve as the primary technical engineering authority, owning the engineering approach, driving key design decisions, and actively managing technical risks to ensure system viability.
  • You will formulate strategic technical guidance and roadmaps in collaboration with the ACUS leadership team to ensure project activities integrate seamlessly into the overall program strategy and support the long-term viability of C-UxS capabilities.
  • You will lead the technical execution and delivery of project products to the Fleet, interfacing directly with program offices, InService Engineering Agents (ISEA), and stakeholders to ensure seamless integration.
  • You will manage, execute, and report on project operations, serving as the first line of escalation for project-specific successes and challenges, and collaborating closely with program leadership to address and resolve issues.
  • You will execute rigorous administrative project management duties, including developing Statements of Work (SOW), spend plans, and ensuring compliance with NSWCDD, E Department, Division, and Afloat Counter Unmanned Systems (ACUS) policies.
  • You will serve as the primary project representative, communicating effectively with team members, sponsors, and external organizations (as delegated by the PM) to ensure complete transparency and alignment with overarching program goals.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer or scientist leading the technical architecture, design, and systems engineering of Department of War weapon systems. Examples of qualifying experience may include: (1) Serving as a technical authority or lead systems engineer, owning the technical approach and making key engineering design decisions for complex weapon systems, effectors, or fire direction systems; (2) Providing hands-on technical leadership to engineering teams, including the review and validation of technical deliverables, the execution of formal systems engineering processes, and the active management of technical risks; (3) Leading technical efforts in design, development and integration of emerging capabilities.

This is an interdisciplinary position and may be filled by a General Engineer (0801 series), a General Physical Scientist (1301 series), an Operations Research Analyst (1515 series), a Mathematician (1520 series), or a Computer Scientist (1550 series) depending upon the qualifications of the candidate. FOR THE 0801 - General Engineering Series:
A. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. FOR THE 1301 - General Physical Science Series: A degree in physical science, engineering, or mathematics that includes 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; or, a combination of education and experience in one of the above majors that includes at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
FOR THE 1515 - Operations Research Series: A degree in operations research; or related degree that included at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics, and at least 3 of the 24 semester hours were in calculus.
FOR THE 1520 - Mathematics Series: A degree in mathematics or the equivalent of a major that included at least 24 semester hours in mathematics; or, a combination of education and experience demonstrated by courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics, plus appropriate experience or additional education.
FOR THE 1550 - Computer Science Series: A degree in computer science or degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours were in a combination of statistics and mathematics that included differential and integral calculus.
