Position Overview
The Commonwealth of Pennsylvania Treasury is seeking an OnBase Technical Lead to serve as the principal technical authority for OnBase applications, with deep expertise in OnBase WorkView and Workflow. The Technical Lead will lead the development team, design and code enhancements, configure and optimize OnBase solutions, troubleshoot production issues, and provide technical and functional architecture throughout the application lifecycle.
Key Responsibilities
  •  Lead the development team in designing, coding, testing, and implementing enhancements to existing OnBase applications. 
  •  Configure, develop, and maintain OnBase WorkView applications and Workflow processes. 
  •  Architect and optimize OnBase solutions for complex business requirements. 
  •  Plan and deploy interfaces, processes, and workflow strategies. 
  •  Provide expert-level OnBase configuration and administration. 
  •  Troubleshoot and resolve production issues. 
  •  Lead requirements analysis, design, implementation, testing, and deployment activities. 
  •  Serve as a functional architect and translate business requirements into technical solutions. 
  •  Collaborate with stakeholders to gather and interpret user requirements. 
  •  Perform application design, development, coding, unit testing, and debugging. 
  •  Provide technical guidance during testing and ensure quality standards are met. 
  •  Review designs and recommend technical improvements. 
  •  Track and resolve issues, risks, and action items. 
  •  Estimate timelines and ensure timely completion of tasks. 
  •  Provide ongoing training and guidance on OnBase tools and techniques. 
Required Skills
  •  Experience developing and enhancing existing OnBase applications. 
  •  Expert knowledge of OnBase WorkView and Workflow functionality. 
  •  Expert knowledge of OnBase systems configuration and administration. 
  •  Understanding of Unity Client and its use with OnBase applications. 
  •  Strong application development, testing, troubleshooting, and debugging experience. 
  •  Strong stakeholder communication and technical leadership skills. 
Preferred Skills
  • OnBase WorkView & Workflow certification. 
  •  Experience serving as a Technical Lead / Functional Architect. 
  •  Experience with enterprise application development and workflow solutions. 
  •  Strong requirements analysis and business-to-technical translation experience. 
Education
  •  4-year college degree or equivalent technical study.
