Job description

Reporting to the AVP of Financial Operations, the Director of Treasury maintains stewardship for financial assets and debt, including overall leadership of the cash, debt, and investment management functions of the Institute. Ensures the maintenance of corporate liquidity and financial stability. Develops and manages strategies, operations, and policies relating to investments, working capital, debt, and treasury activities. Directs capital market borrowing, investing, and related treasury operations.

Primary Duties and Responsibilities
  • Leads the evaluation, development, and recommendation of fiscal and treasury to support the Institute's financial strategy, risk management objectives, and regulatory compliance requirements.
  • Directs all treasury operations, including cash and liquidity management, cash positioning and forecasting, treasury management systems, banking relationships, and related operational processes to ensure effective stewardship of financial resources.
  • Oversees debt portfolio management, including the issuance of and refunding of debt and the renewal of lines of credit, ensuring adequate funding, favorable market terms, and competitive pricing.
  • Provides strategic leadership for capital structure planning, debt management, and bond issuance activities to optimize the Institute's borrowing capacity and cost of capital. Ensures ongoing compliance with debt covenants and required quarterly and year-end reporting.
  • Leads the development of the annual treasury budget. Partners with the Finance department to provide critical input for the balance sheet, income statement, and cash flow statement in support of the Institute's multi-year financial forecasting, particularly as they relate to debt and investment activities.
  • Represents the Institute in treasury-related matters with external auditors, financial advisors, and other third parties, ensuring effective communication, strong relationships, and timely resolution of issues.
  • Serves as staff liaison to the Investment Committee of the Board.
  • Supervises staff. Hires, develops, and manages staff to achieve organizational goals. Sets clear expectations, delivers feedback, and monitors performance for quality, efficiency, and compliance with policies and procedures. Mentors staff, fosters career growth, and cultivates a positive and productive work environment.

Knowledge, Skills and Abilities
  • Advanced knowledge of treasury management principles and practices, including cash management, liquidity planning, cash forecasting, and treasury controls.
  • Advanced knowledge of not-for-profit accounting.
  • Proficiency in treasury management systems.
  • Strong technical and professional accounting skills.
  • Strong verbal and written communication skills to instruct, train, and develop staff and present reports to senior leadership.
  • Strong analytical and problem-solving skills.
  • Ability to plan, manage, and establish a sense of teamwork within areas of responsibility.
  • Ability to develop financial and other operational systems to accurately control institutional activities.
  • Ability to work and communicate effectively with all levels of management within the Institute.
  • Ability to prepare and evaluate Requests for Proposals and negotiate terms of contracts and fees for services.
  • Ability to represent the Institute effectively with high level external professionals, such as investment managers, investment bankers, and officials from rating agencies.

Minimum Job Qualifications
  • Master's degree in business administration required.
  • 8+ years of experience in a financial or related field required. Treasury experience in a not-for-profit institution preferred.
  • 5 years of management experience required.
  • 5 years of increasing responsibility in treasury management across all areas of treasury functions required.
  • CPA preferred.

License/Certification/Registration Required: None
Supervisory Responsibilities: Yes
  • Directly supervises the Associate Director of Treasury. Indirectly supervises a team of treasury, debt, and investment analysts.
