Job description

Summary
You will serve as a Supervisory Program Manager with Bureau of Reclamation.
Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Supervisory Program Manager. You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment.

Duties
Help
1. Plans and assigns and evaluates work performance; provides advice, counsel, or instruction to employees on work and administrative matters; hears and resolves complaints from employees; identifies and provides for developmental and training needs of employees.
2. Defines and align program goals with agency-wide strategic priorities for WaterSMART program.
3. Establishes and adjusts program policies, priorities, and operating guidelines to improve service delivery and ensure responsiveness to evolving mission needs.
4. Develops WaterSMART program management policy and procedures that cover environmental, sustainability, and cultural resources program.
5. Analyzes, interprets, and oversees the implementation of WaterSMART program management policies.

This is a supervisory position that may require completion of a supervisory probationary period.
Qualifications
One year of specialized experience at or equivalent to the GS-14 grade level in Federal government which must include: 1) leading or providing oversight to a multi-disciplinary team responsible for technical performance for environmental, sustainability, and cultural resources management programs. 2) Experience analyzing impacts of new or revised legislation and the potential effects actions on program viability and in meeting program objectives. 3) Experience developing and rendering authoritative interpretation of executive orders, Federal guidelines, policies, and directives, and presenting interpretations with and across agency lines. 4) Experience facilitating resolution among conflicting interests and/or stakeholders.
All qualifications must be met by the closing date of this announcement - 08/20/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.

An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
