Role purpose

Provide country, institutional, regulatory and stakeholder leadership for digital-infrastructure assignments in Azerbaijan, Armenia, the Western Balkans, Moldova, Uzbekistan and other COR-directed countries.

Representative assignment problems

Assess sponsor authority, governance, procurement capacity, regulatory constraints and commitment.

Prepare field-engagement plans and support meetings with ministries, regulators, operators, financiers and industry.

Translate country context into implementable conditions, risk controls and advance/no-advance recommendations.

Responsibilities

Produce concise, evidence-traceable inputs for Preliminary Assessments, Project Reports, TORs, independent budgets, schedules and the cumulative Final Report.

Participate in rapid mobilization, remote analysis, quality reviews and international travel when assigned.

Coordinate across technical, country, finance, export, resilience and editorial disciplines; surface contradictions and uncertainties early.

Protect Government, sponsor, customer and candidate information; immediately disclose actual, potential or apparent conflicts.

Minimum evidence-based qualifications

10+ years of digital infrastructure, telecom, smart-city, public-sector modernization or related development work.

Dated assignments in at least two named Europe/Eurasia markets or closely comparable regional institutions.

Demonstrated government/sponsor diligence, regulatory analysis and field stakeholder leadership.

Strong written English; relevant regional language capability is desirable.

U.S. citizen or lawful permanent resident; Axyde will request written confirmation but not identity documents during recruiting.

Ability to support proposal or delivery activity on approximately 20 days' notice, subject to assignment timing.

Strong written English and ability to produce concise Government decision products.

Willingness and ability to travel internationally, including up to three trips of up to ten business days when assigned.
