Position Overview

Bookmark Medical is seeking a highly experienced Telecom Program Manager to assess, redesign, and optimize our enterprise voice and fax infrastructure. This employee will partner directly with the SVP, Technology and IT leadership team to identify cost-saving opportunities, improve operational efficiency, reduce unnecessary fax traffic, and establish governance around telephony and electronic faxing within our healthcare environment.

The ideal candidate will have deep expertise in healthcare telecommunications, cloud telephony platforms, electronic fax solutions, EMR integrations, and telecommunications expense management. This engagement will focus heavily on reducing monthly telephony and fax-related expenses while improving reliability and compliance.

Key Responsibilities

  • Conduct a comprehensive assessment of Bookmark Medical's current telephony and fax environment, including carriers, vendors, contracts, circuits, fax services, and associated costs.
  • Analyze monthly telecommunications and fax expenditures to identify opportunities for immediate and long-term cost reduction.
  • Investigate and remediate issues involving excessive or misrouted fax traffic being sent into the organization's EMR system.
  • Review electronic fax workflows integrated with the EMR (eClinicalWorks/ECW) and identify inefficiencies, duplicate transmissions, unnecessary inbound fax volume, and routing issues.
  • Develop strategies to eliminate unwanted fax traffic, invalid fax destinations, and non-essential fax usage.
  • Evaluate current phone system architecture and recommend modernization opportunities, including SIP, VoIP, UCaaS, or cloud-based telephony solutions where appropriate.
  • Assess carrier agreements and telecommunications contracts for optimization, consolidation, or renegotiation opportunities.
  • Create governance standards and operational procedures for telephony and fax management across the organization.
    • Partner with clinical, operational, and IT stakeholders to understand communication workflows and identify process improvements.
    • Deliver executive-level recommendations, business cases, and implementation roadmaps focused on cost savings and operational efficiency.
    • Support implementation efforts and vendor negotiations as needed.
  • Required Qualifications

    • 7+ years of experience in telecommunications, telephony engineering, telecom expense management, or unified communications.
    • Experience assessing and optimizing healthcare telephony and fax environments.
    • Strong understanding of electronic fax platforms, fax-to-email services, and EMR-integrated fax workflows.
    • Experience working with healthcare organizations, physician practices, ambulatory care networks, or healthcare technology companies.
    • Knowledge of VoIP, SIP trunking, PBX systems, UCaaS platforms, and carrier management.
    • Experience conducting telecommunications audits and identifying measurable cost savings.
    • Ability to analyze telecom invoices, carrier contracts, and utilization reports.
    • Strong project management and stakeholder communication skills.
    • Experience presenting recommendations to executive leadership.
  • Preferred Qualifications

    • Experience with eClinicalWorks (ECW) or similar healthcare EMR platforms.
    • Background in telecom expense management (TEM).
    • Experience with cloud communication platforms such as Microsoft Teams Phone, RingCentral, Zoom Phone, Cisco Webex Calling, or similar solutions.
    • Familiarity with HIPAA and healthcare communication compliance requirements.
