Overview
Location: Remote for the U.S. Army Recruiting Command (USAREC) Behavioral Health Consultant Support Services
The Program Manager (PM) is responsible for the overall management, coordination, and successful execution of Behavioral Health Consultant Support Services for the U.S. Army Recruiting Command (USAREC). This role oversees contract performance, staffing, and service delivery for remote clinical personnel providing medical waiver review services.
The Program Manager serves as the primary point of contact between the contractor and the Government, ensuring all contract requirements, performance standards, and deliverables are met. This position requires strong leadership, operational oversight, and the ability to manage geographically dispersed teams in a federal contracting environment.
Schedule: The position operates on a standard Monday-Friday schedule (8:00 AM - 4:30 PM EST) and is performed remotely.
*Position is contingent upon contract award.
Responsibilities
  • Serve as the primary liaison between the contractor and the Government, including the Contracting Officer (KO) and Contracting Officer's Representative (COR)
  • Provide overall leadership and management of contract operations, ensuring compliance with all Performance Work Statement (PWS) requirements
  • Oversee recruitment, onboarding, staffing, and retention of qualified personnel (e.g., Clinical Psychologists)
  • Ensure continuous coverage and uninterrupted performance of services across all assigned personnel
  • Monitor staff productivity, quality, and adherence to required performance metrics
  • Manage and coordinate schedules for remote personnel across multiple locations
  • Ensure all deliverables are submitted accurately and on time, including:
    • Monthly Status Reports (MSR)
    • Man-hour reports
    • Quality Control documentation
  • Develop, implement, and maintain a Quality Control Plan (QCP) to ensure contract compliance and service excellence
  • Identify performance issues and implement corrective actions to prevent recurrence
  • Ensure all personnel meet credentialing, training, and security requirements
  • Communicate staffing changes, absences, and coverage plans to the COR in a timely manner
  • Conduct or participate in regular meetings, including post-award conferences and periodic performance reviews
  • Ensure compliance with all applicable federal, DoD, and Army regulations, policies, and security requirements
  • Maintain documentation and records related to contract performance and personnel actions
  • Coordinate and manage transition (phase-in/phase-out) activities as required

Qualifications
Education
  • Bachelor's degree from an accredited college or university (required)
Experience
  • Minimum of three (3) years of relevant experience managing programs of similar size, scope, and complexity
  • Minimum of two (2) years of experience as a contract/program manager
  • Demonstrated experience managing healthcare or behavioral health-related services preferred
  • Experience supporting federal or Department of Defense (DoD) contracts highly preferred
  • Familiarity with U.S. Army Recruiting Command (USAREC) operations is a strong advantage
