SR. TASK ORDER MANAGER/PROJECT MANAGER -- PART-TIME

SCOPE:

CWest is currently a bidding Prime on Professional, Technical and Management Support Services for U.S. Coast Guardโ€™s Office Of Privacy Managementโ€”supporting to the Office of Investigation and Casualty Analysis (CG-INV) for documentation, assessment, analysis, research, data processing, data entry, and office support for USCG FOIA and Privacy Programs.

REQUIREMENTS:

  • Must have a bachelorโ€™s degree in business or related ๏ฌeld OR eight (8) years general experience (in a professional office setting)
  • At least three (3) years' program management experience
  • At least two (2) years of experience supporting FOIA, Privacy, or relevant compliance-related work
    • i.e. reviewing and processing business intelligence on applicants, employees, and contractors within the limits of agency designated authority
  • Experience managing teams and delivering work in a federal environment
  • Strong client-facing and reporting skills

RESPONSIBILITIES:

  • The Senior Task Order Manager (Project Manager) may be remote except for in-person meetings, which are conducted in DC proper
  • Responsible for all Contractor work performed under this SOW.
  • Performance tracking and quality oversight
  • Deliverables and reporting (bi-monthly reports, quarterly meetings)
  • Acting as the primary point of contact with the Government
  • The Senior Task Order Manager (Project Manager) is designated as Key by the Government

The PM should have hands-on experience / solid understanding of the following in order to manage Site Leads and Analysts' performance:

  • Accept, review, and analyze incoming FOIA and Privacy Act requests to understand the scope of the information sought. Log and meticulously track the progress of each request using a case management system. Determine if a request requires expedited processing based on established criteria, such as a "compelling need."
  • Process FOIA packages.
  • Review FOIA Appeals.
  • Conduct thorough searches for records responsive to a request by accessing various programs, databases, and contacting different agency divisions. Independently review retrieved records, including documents, emails, and multimedia files, to determine what information can and should be released. Identify and apply the nine FOIA exemptions to withhold information that is legally protected, such as national security details, internal personnel rules, trade secrets, and personal privacy information.
  • Use specialized software to redact (black out) exempt information from paper and electronic records, including audio and video files. Ensure that all non-exempt, "reasonably segregable" portions of a record are prepared for release to the requester. Verify that released materials do not contain information that could lead to an unwarranted invasion of personal privacy.
  • Draft official correspondence to requesters, including acknowledgment letters, fee estimates, and final determination letters explaining any withheld information. Communicate with requesters, attorneys, and internal stakeholders to clarify requests and negotiate the scope of disclosable records. Maintain up-to-date knowledge of FOIA and Privacy Act statutes, relevant court decisions, and evolving government-wide guidance.
  • Review and analyze Privacy Threshold Analyses, (PTA) Privacy Impact Assessments (PIA), Privacy Act Statements, System of Records Notices (SORN), and information sharing agreements.
  • Assist with tracking metrics within the privacy compliance artifact tracking system or other Coast Guard tracking systems to improve performance and effectiveness of privacy compliance program.
  • Collaborate with team to update and maintain Standard Operating Procedures (SOP), including a Compliance Handbook to provide general time metrics in each step in the compliance documentation process.
