ICF is seeking a Business Systems Analyst with a passion to help government agencies modernize technology and processes. The Business Systems Analyst will be supporting an enterprise level data warehouse in support of emergency management and resilience.
The ideal candidate will lead, advise, and manage ICF client requirements, translating them into documentation and conceptual design for a team of DevOps Engineers, Developers and Solution Architects for a modernized application built on Azure with Databricks. You are responsible for bridging the gap between technical and non-technical project staff by eliciting, analyzing, documenting, and communicating concise requirements for implementation based on business needs. You will work with end users across a diverse set of stakeholders with a federal agency client to clarify scope and leverage your knowledge of business processes to determine the necessary approach, and identify overlapping functions and dependencies.
You also have a concrete understanding of cloud-based software development, as well as familiarity with concepts such as data warehousing, infrastructure as code (IaC), continuous integration, and continuous delivery (CI/CD). You are known for effective communication and can represent the voice of the business.
What you'll be doing:
  • Translate business needs into clear user stories and acceptance criteria using a BDD mindset
  • Facilitate requirements elicitation sessions and provide clear follow up steps
  • Apply comprehensive analytical techniques to assess business processes, data flows, and system interactions, ensuring thorough and insightful analysis.
  • Negotiate and recommend business solutions that balance technical feasibility, delivery timelines, and business need
  • Ensure alignment between business requirements, platform capabilities, and automation opportunities
  • Develop an understanding of the operational processes and procedures and take initiative on process improvements
  • Support QA and development teams in clarifying requirements and resolving ambiguities
  • Identify risks, gaps, and dependencies early and drive proactive resolution
  • Support roadmap activities to document the future vision of the tool/program.
  • Support User Acceptance Testing (UAT) activities
  • Contribute to the ICF Business Analysis Community of Practice

What you must bring:
  • 3+ years of experience as a Business Systems Analyst including:
    • Experience supporting software systems built on or leveraging open source technologies
    • Business process analysis or business process re-engineering
    • Client facing communication
    • Experience as a cross-functional team member working in an agile development environment (i.e., scrum, kanban, etc.)
    • Leading requirements management
    • Requirements elicitation and documentation
    • User story definition
    • Acceptance criteria determination
  • 3+ years experience with Jira (or similar Agile project tracking software, such as AzureDevops)
  • Comprehensive understanding of the full software development lifecycle (SDLC), Requirements Management, and Scope Management methodologies
  • Must possess excellent analytical, organizational and product management skills
  • Must be able to obtain and maintain Public Trust
  • Must be a US Citizen due to federal contract requirements

  • Bachelor's Degree OR equivalent years of work experience
  • Experience coordinating cross-functionally with UI/UX Designers
  • Documented experience in cloud modernization efforts on Azure (preferred) or AWS
  • Certified Scrum Master or Certified Scrum Product Owner
  • Strong understanding of agile methodologies, including Scrum, Kanban, and/or Scaled Agile Framework (SAFe)
  • Experience supporting deployments and release management activities
  • Skilled in managing and aligning requirements across multiple teams and stakeholders
  • Works with Product Owner to groom and prioritize a backlog
  • Highly organized and appreciation for details
  • Resourceful and self-motivated
  • Superior verbal and written communication skills

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$73,770.00 - $125,408.00
