Zantech is looking for a talented Senior Business Subject Matter Expert to contribute to the success of our upcoming Human Resources Management project for a Hybrid role based out of downtown Washington DC.

The Senior Business Subject Matter Expert will play a crucial role in providing:

  • Supplementation of HRM staff with HRM Specialist-related support, including Personnel Staffing for SES and political appointee programs
  • Contractor Support such as, ECQ template preparation, SIQRB mock interview coaching, CCAR narrative development, and ECQ-based communication coaching
  • General Senior Business Subject Matter Expert duties
  • Technical Support

The Senior Business Subject Matter Expert provides the highest level of human resources management expertise in support of CBP's Senior Executive Service (SES) recruitment and staffing programs. This individual supports applicants through the full SES selection process, including the preparation of Executive Core Qualification (ECQ) templates under the rsum-based recruitment method, and coaches applicants for OPM's Structured Interview Qualification Review Board (SIQRB). The role requires expert analytical, writing, and oral communication skills and the ability to work independently with executive-level officials and top agency stakeholders.

Responsibilities include, but will not be limited to:

  • Prepare Executive Core Qualification (ECQ) templates and related documents for SES applicants under the rsum-based recruitment method for submission to OPM's QRB
  • Prepare SES Presidential Rank Award and Special Act Award justifications
  • Prepare SES slot justifications
  • Conduct mock interviews to prepare applicants for the OPM Structured Interview Qualification Review Board (SIQRB)
  • Provide in-depth guidance to applicants on the SIQRB interview structure, expectations, and the OPM QRB review process
  • Assist applicants in developing and refining ECQ-based narratives using the CCAR model, providing constructive feedback
  • Coach applicants on effective communication and presentation skills tailored for virtual interview environments
  • Develop practice scenarios based on ECQ competencies to ensure robust applicant preparation
  • Return completed ECQ templates to the Executive Services Staff within 710 business days of receiving rsums, rsum review notes, interview notes, and vacancy announcements
  • Identify themselves as a Contractor in all communications, meetings, and correspondence
  • Complete and comply with all required NDAs, security awareness, and privacy training

Required Experience or Knowledge of the following technologies/functions:

  • 8 years of relevant experience within the area of assignment
  • Expert knowledge of SES Executive Core Qualifications (ECQs) and related competencies
  • Expert knowledge of the OPM Qualification Review Board (QRB) review process
  • Expert analytical and writing skills; ability to develop ECQ Statements and ECQ templates
  • Prior experience working directly with SES selectees on ECQ Statements
  • Outstanding oral communication skills to interview and communicate with executive-level selectees and top agency officials
  • Ability to conduct mock interviews and coach applicants on CCAR (Challenge-Context-Action-Result) narrative development
  • Ability to coach applicants on virtual interview presentation skills
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and Adobe
  • Ability to multi-task, meet deadlines, and respond to inquiries simultaneously
  • Strong interpersonal skills and ability to work with cultural and professional diversity
  • Ability to work independently with minimal supervision
  • Proficiency with Microsoft Office suite for documentation

Required Education/Certifications:

  • Bachelors Degree
    • OR 8 years of relevant experience within the area of assignment in lieu of Bachelor's Degree

Required Security Clearance:

  • US Citizenship required
  • Must be able to satisfactorily complete a Single-Scope Background Investigation (SSBI) prior to reporting to work
