Position Summary

We are seeking an experienced Full-Time Contract Manager to lead a large-scale, multi-platform federal IT services program. In this senior leadership role, you will serve as the primary point of contact for our government client and will have full authority over day-to-day contract operations, program management, staffing, financial performance, and service delivery across a wide portfolio of enterprise application development, maintenance, and support services spanning multiple technology platforms.


This is a remote position; however, candidates must reside in the Continental United States. The role involves supporting a large distributed team within a federal government IT services program. Candidates must be able to obtain and maintain a federal government security clearance (e.g., a National Agency Check with Inquiries or equivalent) and be available to work standard business hours, Monday through Friday.


Duties and Responsibilities:

  • Serve as the single point of contact and program lead for the contract, holding full authority over daily operations and the client relationship.
  • Provide overall program management, oversight, and coordination with government stakeholders, ensuring successful outcomes across the full scope of the program.
  • Meet regularly with the client's designated representatives to review contract performance, provide root-cause analysis when issues arise, and report on the status of corrective actions.
  • Own financial management and budget oversight for the contract, including monitoring spending against funding ceilings, supporting invoicing, and administering both Time & Materials (T&M) and Firm Fixed Price (FFP) work.
  • Direct staffing strategy and execution, including maintaining a pipeline of qualified candidates, managing onboarding and offboarding, and ensuring workforce stability and continuity across all supported technology platforms.
  • Identify, escalate, and mitigate program risks and issues, including any potential organizational conflicts of interest.
  • Ensure compliance with all contractual, technical, security, and accessibility requirements (including Section 508/WCAG 2.1 AA) as well as applicable DevSecOps and IT standards.
  • Lead transition planning activities, including staffing readiness, knowledge transfer, and documentation, when onboarding or offboarding contract support.
  • Oversee a quality control program, respond to any performance discrepancies identified by the client, and submit corrective action plans as needed.
  • Supervise and coordinate technical leads and staff across all supported technology platforms, ensuring qualifications and certifications are maintained throughout performance.
  • Prepare and deliver required program status reports, staffing updates, and other documentation to the client.


Required Skills:

  • Experience in federal contract management and contract administration is required.
  • Oversight of multi-platform technology across a diverse IT applications environment.
  • Leadership and management of distributed and remote teams.
  • Fostering and maintaining strong relationships with clients and stakeholders through effective engagement strategies and open communication.
  • Financial management, budgeting, and reporting
  • Experience administering both Time & Materials (T&M) and Firm Fixed Price (FFP) contract types
  • Performance monitoring, staffing oversight, and issue escalation


Qualifications:

  • Education: Bachelor’s degree in business administration, Project Management, Information Technology, or a related field. Two years of relevant specialized experience may be substituted for one year of the academic requirement.
  • Experience: Minimum of eight (8) years of experience managing federal Information Technology contracts valued at $5 million or more annually.
  • Certifications
    • Must have a current Project Management Professional (PMP) Certification.
    • Must have a current Agile certification (Certified ScrumMaster (CSM), SAFe, or equivalent)


Preferred Qualifications:

  • Demonstrated experience overseeing contract teams of 50 or more Full-Time Equivalents (FTEs)
  • Prior experience managing similarly sized, scoped, and technically complex federal IT programs (multi-platform application development, operations and maintenance, and DevSecOps environments)
  • Experience with GSA Schedule-based or other Multiple Award contract vehicles
  • Track record of successfully turning around an underperforming project or contract
  • Experience implementing process improvements that measurably reduced defects or improved delivery velocity (20% or more)
