Senior Contract Support Specialist / Team Lead - Federal Acquisition
Location: Remote - United States
Schedule: Full-Time | 40 Hours per Week
Hourly Rate: $58.00 + Benefits
Anticipated Period of Performance: September 30, 2026 - September 29, 2027, with a potential six-month extension.
Position Summary
Jamison Professional Services is seeking an experienced Senior Contract Support Specialist / Team Lead to provide advanced federal acquisition support and technical leadership for the U.S. Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Regional Procurement Office - Central (RPOC).
The Senior Contract Support Specialist will serve as the Team Lead for a four-person acquisition support team consisting of one Senior and three Mid-Level Contract Support Specialists.
The successful candidate must demonstrate the ability to support all aspects of federal acquisition, regardless of acquisition type or dollar value, including contracts above the Simplified Acquisition Threshold (SAT).
Essential Duties and Responsibilities
In addition to performing cradle-to-grave acquisition support activities, the Senior Contract Support Specialist / Team Lead will:
  • Provide leadership, technical direction, and guidance to Mid-Level acquisition personnel.
  • Support complex pre-award and post-award federal acquisition activities.
  • Develop and review acquisition strategies, procurement packages, solicitations, amendments, awards, modifications, and closeout documentation.
  • Conduct and review market research, IGCEs, cost/price analyses, and price reasonableness recommendations.
  • Analyze complex contracting issues and recommend alternative courses of action.
  • Collaborate with customers and stakeholders across multiple sites and service lines.
  • Assist in developing and refining source-selection evaluation criteria.
  • Conduct gap analyses and evaluate cost elements associated with healthcare products and services.
  • Provide acquisition and procurement advisory support in accordance with VA policies, Federal and state laws, and applicable acquisition regulations.
  • Ensure acquisition documentation is accurate, complete, timely, and compliant.
  • Provide technical guidance regarding FAR, RFO FAR, VAAR, and other applicable acquisition requirements.

The Team Lead is specifically expected to provide leadership and technical direction, analyze difficult contracting issues, support source-selection criteria, conduct gap analyses, and prepare compliant procurement packages.
Minimum Qualifications - REQUIRED
Education
  • Bachelor's degree in any field; AND
  • At least 24 semester hours in any combination of:
    Accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.

Federal Acquisition Experience
  • Minimum of 5 recent years of relevant federal acquisition experience within the last 7 years.
  • Experience conducting comprehensive and complex acquisition support services.
  • Extensive knowledge of FAR, RFO FAR, VAAR, and other applicable regulations and policies.
  • Documented pre-award and post-award acquisition experience.
  • Demonstrated ability to support acquisitions regardless of acquisition type or dollar value.
  • Demonstrated experience supporting contracts greater than the Simplified Acquisition Threshold (SAT).

Required Acquisition Certification/Training
Candidate must possess one of the following, or the applicable qualifying training identified by the PWS:
  • FAC-C Level I, II, or III;
  • FAC-C (Professional);
  • DAWIA Level III in Contracting;
  • Courses leading to certification; or
  • Demonstrated completion of commercial courses equivalent to certification.

The certification/training requirement is expressly included in the Senior labor category.
Specialized Acquisition Experience
Depending upon assignment, experience in one or more of the following areas may be required:
Construction / Architect-Engineering (A/E): Knowledge of FAR Parts 14, 15, 36, and 43, with experience developing and administering construction and A/E solicitations, contracts, and modifications.
Complex Service Contracts: In-depth knowledge of FAR Parts 13 and 15, familiarity with medical terminology, and experience developing and administering complex service contracts.
Leasing / Specialized Contracts: Experience with real-property leasing, utilities contracts, space-sharing agreements, revocable licenses, interagency agreements, and/or hotel services, including familiarity with FAR, VAAR, GSAM, and GSAR requirements.
Required Systems Knowledge
Working knowledge of Microsoft Teams, Word, Excel, Outlook, PowerPoint, SharePoint, Adobe Acrobat, eCMS or comparable Government contract-writing systems, SAM.gov, CPARS, FPDS-NG, GSA eBuy/GSA Advantage!, and SBA.gov is required.
Additional Requirements
  • Must be a U.S. Citizen.
  • Must communicate fluently and professionally in English.
  • Must successfully complete required VA fingerprinting, background investigation, security/privacy training, and access requirements.
  • Must be able to obtain a VA PIV card as required.
  • Work is expected to be primarily remote/virtual, although onsite attendance may be required for onboarding, GFE issuance, meetings, or other Government-directed needs.
