Job description

Position Title: Program Manager โ€“ BH Pulse Sustainment
Location: Primarily remote, with occasional onโ€‘site meetings as required (Arlington, VA).

Summary
The Program Manager leads all aspects of BH Pulse Sustainment contract delivery, ensuring that SnapIT meets all technical, schedule, quality, and compliance requirements while maintaining cost discipline and supporting overall portfolio profitability.

Key Responsibilities

  • Serve as the primary point of contact to the Government KO and COR for BH Pulse, managing communications, status, and issue escalation.

  • Own the execution of all PWS tasks and deliverables, including monthly status reports, project plans, quality control plan, phaseโ€‘out plan, decommissioning plan, and knowledgeโ€‘management outputs.

  • Lead project planning and backlog management for application maintenance, sustainment, training support, documentation, database work, and compliance activities.

  • Coordinate and supervise Software Engineer, DBA, and any support staff, ensuring clear assignment of work, crossโ€‘utilization, and adherence to labor budgets.

  • Maintain risk, issue, and change logs; manage scope to avoid uncontrolled expansion beyond the PWS, and coordinate any requested changes with the KO/COR.

  • Monitor system performance, availability, and downtime metrics in collaboration with technical staff, ensuring compliance with availability and reporting expectations.

  • Ensure all contract personnel comply with AT Level I, iWATCH, information assurance, OPSEC, and other training and security requirements.

  • Oversee quality control processes, including internal reviews of deliverables and corrective action tracking for any deficiencies.

  • Track financial performance against internal budget, proactively managing resource utilization to meet margin goals.

  • Prepare and submit all documentation required for contract execution.

Qualifications

  • Experience working in DoD environment is required.

  • Bachelorโ€™s degree in Information Systems, Computer Science, Business, or a related field; advanced degree preferred.

  • 6+ years of progressively responsible experience in IT program or project management, including at least 3 years managing information systems operations for federal or DoD environments.

  • Experience delivering nonโ€‘personal services under federal contracts, with strong familiarity with PWSโ€‘driven performance and documentation.

  • Demonstrated ability to lead crossโ€‘functional technical teams (software engineering, database, support) in remote and hybrid environments.

  • Strong communication skills, including experience briefing senior stakeholders and producing concise, accurate status reports.

  • Understanding of DoD information assurance, privacy, and dataโ€‘protection expectations (e.g., handling PII, system documentation, ATOโ€‘aligned processes).

Preferred

  • Experience with Army or DoD behavioral health, resilience, or analytics programs.

  • Prior performance on GSA MAS or GWAC task orders, including LPTA environments.

  • Familiarity with SQL Serverโ€‘backed web applications and cloudโ€‘hosted survey platforms.
