Business Development / Capture Manager

Position Summary

Synertex LLC delivers mission-critical analytic, data, and technical support to Department of War (DoW) and Intelligence Community (IC) customers. We're looking for a Proposal Writer who can turn dense technical, staffing, and past-performance input into clear, compliant, and compelling proposal narrative - on deadline, every time. You'll work directly with capture managers, subject matter experts, recruiters, and pricing leads to build winning responses to RFPs, RFIs, and Sources Sought notices across USAF, Space Force, DIA, NGA, and other DoW/IC customers.

Key Responsibilities

  • Draft, edit, and refine proposal volumes - technical, management, staffing, and past performance - in response to federal RFPs, RFIs, and Sources Sought notices governed by FAR/DFARS and IC-specific acquisition regulations.
  • Translate SME interviews, resumes, and PWS/SOW requirements into clear, evaluator-friendly prose that speaks directly to stated evaluation criteria.
  • Build and maintain compliance matrices, ensuring every proposal response maps directly to Section L instructions and Section M evaluation factors.
  • Leveraging AI tools, lead the writing and production of technical, management, past performance, and staffing volumes for DoD and IC proposals. AI generates the baseline draft; you refine it with customer-specific language, mission context, and domain expertise to produce a winning product.
  • Partner with capture managers, technical SMEs, recruiters, and pricing to gather inputs and close information gaps on tight timelines.
  • Support color-team reviews (Pink, Red, Gold) - incorporate reviewer feedback and drive volumes to final, submission-ready quality.
  • Maintain a library of proposal boilerplate, past performance write-ups, and resume/staffing templates to speed up recurring DoW/IC recompetes.
  • Tailor candidate resumes and staffing narratives to labor category (LCAT) and Personnel Requirement Qualification (PRQ) language specified in the solicitation.
  • Ensure consistent formatting, win themes, and voice across all volumes and contributors.
  • Support production tasks - formatting, graphics coordination, final QA, and submission logistics - through to delivery.

Required Qualifications

  • Bachelor's degree in English, Communications, Journalism, or a related field, or equivalent professional experience.
  • 7+ years of proposal writing experience, including federal government contracting; experience supporting DoW/DoD or Intelligence Community customers strongly preferred.
  • Working knowledge of the Shipley proposal process (or equivalent) and FAR-based federal procurement processes.
  • Excellent writing, editing, and proofreading skills, with the ability to synthesize complex technical and staffing information into clear prose under deadline pressure.
  • Experience building and maintaining compliance matrices and reviewing RFP Sections L and M.
  • U.S. citizenship required per federal contract requirements; ability to pass a government background investigation.

Preferred Qualifications

  • APMP certification (Foundation or Practitioner level).
  • Experience tailoring candidate resumes and staffing packages to labor category (LCAT) and PRQ requirements.
  • Familiarity with IC/DoW program terminology, and platforms commonly referenced in DoW/IC PRQs (e.g., Palantir Foundry).
  • Track record delivering under compressed proposal timelines (2–3 week turnarounds).

Work Environment

  • Fast-paced, deadline-driven proposal environment. Standard business hours with extended hours expected in the days leading up to major submission deadlines. Hybrid schedule with in-office collaboration required during active proposal cycles.
