Job Description

AECOM is seeking a highly motivated Civil OSP Design Engineer / Specialist to support the planning, design, and quality assurance of telecommunications outside plant infrastructure programs. This role will focus on the design and modeling of underground conduit systems supporting fiber optic networks, data center connectivity, metro fiber deployments, and utility infrastructure projects.

The successful candidate will possess practical experience designing underground conduit networks, duct banks, handholes, manholes, and associated civil infrastructure. The position requires proficiency with Civil 3D and related engineering software for developing, reviewing, and validating designs throughout project lifecycles.

This is a fully remote position requiring the ability to collaborate with multidisciplinary engineering teams, utility stakeholders, permitting agencies, and construction personnel across multiple geographic regions.

Key Responsibilities

Underground Telecommunications Infrastructure Design.

  • Develop and review underground OSP designs for fiber optic network deployments.
  • Design conduit systems, duct banks, manholes, handholes, roadway crossings, and utility corridors.
  • Perform route evaluation and constructability assessments for greenfield and brownfield projects.
  • Incorporate utility conflicts, right-of-way constraints, environmental considerations, and permitting requirements into design solutions.
  • Support the development of construction drawings, profile sheets, details, and permit packages.

Civil 3D and Digital Design Modeling

  • Utilize Autodesk Civil 3D to develop and review alignments, profiles, corridors, grading, and utility models.
  • Generate and validate plan-and-profile drawings, conduit schedules, quantity takeoffs, and design deliverables.
  • Perform clash detection and conflict analysis between proposed telecommunications infrastructure and existing utilities.
  • Leverage GIS, LiDAR, survey data, and utility records to develop accurate engineering models.
  • Support digital engineering workflows, model-based design processes, and data-driven project delivery.

Engineering Review and Quality Assurance

  • Perform technical reviews of Civil OSP design packages.
  • Verify compliance with client standards, engineering requirements, and construction criteria.
  • Review conduit sizing, bend radii, separation requirements, depth of cover, pulling calculations, and access structures.
  • Validate compliance with municipal, DOT, utility, NEC, NESC, and client-specific requirements.
  • Identify design deficiencies and provide clear engineering recommendations for corrective action.

Utility Coordination and Permitting Support

  • Coordinate with utility owners, municipalities, transportation agencies, and permitting authorities.
  • Support utility conflict resolution and relocation planning.
  • Assist in permit application development and agency review responses.
  • Participate in design review meetings and constructability reviews.

Construction Support

  • Provide engineering support during construction activities.
  • Review contractor questions, RFIs, and field change requests.
  • Evaluate field conditions and recommend engineering solutions.
  • Support as-built development and project closeout documentation.
Qualifications

Minimum Requirements

  • Bachelor's degree in Civil Engineering, Engineering Technology, Telecommunications Engineering, or a related discipline + 2 years of relevant experience or demonstrated equivalency of experience and/or education.

Preferred Qualifications

  • Proficiency with Autodesk Civil 3D.
  • Experience with civil infrastructure, utility design, telecommunications engineering, or OSP design.
  • Technical Skills: Autodesk Civil 3D, AutoCAD, ArcGIS, Bluebeam Revu, Bentley OpenRoads, SpatialNet, IQGeo, or equivalent OSP platforms, Microsoft Excel, Smartsheet, Utility conflict analysis tools, and Digital engineering and model-based design workflows.
  • Experience designing underground conduit systems and telecommunications infrastructure.
  • Working knowledge of utility coordination, permitting processes, and right-of-way requirements.
  • Experience interpreting engineering drawings, specifications, and construction documents.
  • Experience supporting hyperscale, broadband, municipal, utility, or data center projects.
  • Understanding of underground utility engineering, subsurface utility coordination, and utility conflict analysis.
  • Experience with LiDAR, survey integration, and digital terrain modeling.
  • Familiarity with NEC, NESC, DOT, utility accommodation policies, and telecommunications industry standards.
  • Knowledge of fiber optic network architecture and OSP construction practices.
  • Experience performing quantity takeoffs, cost estimating, and constructability reviews.
  • Professional Engineering (PE) license or Engineer-in-Training (EIT) certification preferred but not required.
