Job description

Summary
This position is located in the Department of Health & Human Services, Centers for Medicare & Medicaid Services, Office of Communications, Strategic Marketing Group, Division of Research.
As a Social Science Research Analyst, GS-0101-13, you will serve as a research expert and team leader/member who will plan, implement, evaluate, and oversee market research. As a Contracting Officer Representative or Government Task Lead, you will be responsible for all phases of the contracting process.

  • Manages and participates in multiple market research, communications contracts, and projects, which may include diverse activities such as a thorough search of literature, discussion with authorities in closely related fields, collection of data from government and private sources, and fact-finding in the field, including interviews with primary sources.
  • Serves as Contracting Officer Representative (COR) or Government Task Lead (GTL) responsible for the contracting process from initial procurement and selection through project, contractor, and budget management to review and approval of final deliverables.
  • Meets with Agency staff members to help them identify the communication objectives, strategy, and primary messages of intervention campaigns.
  • Determines and provides expert advice to assist others in understanding appropriate qualitative and quantitative research methods.
  • Leads the implementation, analysis, and reporting for testing and evaluation of documents, materials, websites, and Agency information campaigns and strategies.

In order to qualify for the GS-13, you must meet the following:
Applicants must demonstrate that they meet the basic AND specialized experience requirements as noted below.
Basic Requirement: You must meet one of the items listed below (A, B, or C):
A. Possess a degree in behavioral or social science; or related disciplines appropriate to the position (must provide transcript);
OR
B. Possess a combination of education and experience that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field (must provide transcript);
OR
C. Possess four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field (must be demonstrated in your resume).
AND
You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:
  1. Interpreting research findings to help improve and target outreach, education, materials, websites, and interventions;
  2. Applying qualitative or quantitative research methods to assess the effectiveness of communication activities;
  3. Coordinating contractors, collaborators, or others to accomplish research tasks; AND
  4. Creating written reports to recommend changes to improve communication strategies or products.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
