Job Summary:

The Arizona Department of Administration (ADOA), Enterprise Resource Planning (ERP) Division, is seeking a Business Analyst Senior to provide advanced subject matter and technical expertise across the stateโ€™s enterprise resource planning environment, with a primary focus on supporting AZ360 Financial modules. In this role, you will conduct complex data analysis and develop Transact Structured Query Language (TSQL) reports to deliver strategic consultation to core Business Unitsโ€”including Human Resources, the General Accounting Office (GAO), and the Benefit Services Division (BSD)โ€”as well as various external customer agencies. You will collaborate closely with technical teams to drive AZ360 system analysis, establish security parameters, develop workflows, and configure modules to maximize operating efficiency across the entire AZ360 enterprise. Additionally, you will lead complex system integration projects connected to AZ360 FIN, ensuring seamless data flow through Real-Time API integrations, including the vital connection to the Arizona Payment Portal procurement platform. Finally, you will perform rigorous quality assurance testing and evaluation on AZ360 feature sets, interim containers, system modifications, enhancements, and defect fixes, all while championing customer-driven business process improvements to optimize state operations.

Job Duties:

  • Advanced Module & Financial Support: Provide advanced technical and functional expertise for core AZ360 Financial (FIN) modules, focusing on Cost Allocation, Cost Accounting, Grant Lifecycle Management, Budget Control, and fiscal year-end close operations.
  • Systems Integration & API Management: Collaborate cross-functionally on complex systems integration projects connected to AZ360 FIN, serving as a key technical contributor to ensure seamless data flow, system stabilization, and peak operational efficiency through the execution of Real-Time API integrations.
  • Troubleshooting & Defect Tracking: Resolve system and interface anomalies for business units and departments in a timely manner to minimize operational disruptions; conduct thorough technical analysis to diagnose root causes and meticulously document system defects, errors, and enhancement requests within the enterprise ticketing system.
  • Data Analysis & TSQL Reporting: Provide specialized reporting and analytical support by developing ad hoc TSQL reports, executing complex data extractions, and preparing data presentations; analyze datasets to identify operational patterns and performance trends that drive continuous process improvements.
  • Agency Benchmarking & Performance Metrics: Collect foundational performance metrics and establish evaluation criteria to facilitate comprehensive agency benchmark studies across the enterprise.
  • Requirements Gathering & Customer Consultation: Partner closely with customer agencies to diagnose operational challenges, gather comprehensive business requirements, and compile technical documentation; deliver strategic support by presenting functional options, system resolutions, and best-practice models that align with customer needs and agency standards.
  • AMS Deployment & Training Development: Coordinate project deliverables supporting the statewide deployment of the Arizona Management System (AMS) and collaborate cross-functionally to design and develop instructional training content for new AZ360 module roll-outs.
  • Executive Communication & Briefings: Author high-quality briefing documentation, executive presentations, and performance reports to update and advise customer agencies and leadership.
  • Continuous Learning & Collaboration: Participate in meetings and specialized training relevant to the area of assignment, maintaining up-to-date expertise on state ERP systems.
  • Requires the flexibility to work non-standard hours, including evenings and weekends, to support mission-critical operations, system deployments, and strict statutory or fiscal deadlines.
  • Travel on State business to support customer agency operations and execution of other job-related duties as assigned.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • Systems analysis and design methodologies, including business process modeling, requirements gathering, quality assurance protocols, and the software development lifecycle (SDLC).
  • Business Analysis Body of Knowledge (BABOK) framework and foundational project management principles and practices.
  • Technical proficiency in AZ360 (CGI Advantage) system configuration, functional analysis, and the utilization of Spreadsheet Designer utilities.
  • Advanced skill in TSQL reporting, database analysis, SQL Server Reporting Services (SSRS), and the navigation of complex AZ360 system tables.
  • Demonstrated ability to collect, analyze, and translate complex data trends into actionable, structured information for non-technical audiences.
  • Strong consultative and interpersonal skills, with a proven ability to partner effectively with diverse customer agencies and stakeholders at all levels of state service.
  • Proficiency in data manipulation, reporting, and collaboration tools, specifically the Google Workspace software suite.

Skills in:

  • Leading LEAN continuous improvement initiatives, including documenting process flows, executing value stream mapping, and providing data-driven recommendations.
  • Advanced proficiency in Microsoft Excel and Google Sheets functions to conduct deep-dive research, data analytics, and operational tracking.
  • Demonstrated ability to perform root-cause analysis, effectively identifying underlying system issues and formulating sustainable functional solutions.
  • Proven ability to plan, prioritize, and complete multiple high-priority tasks simultaneously under tight operational deadlines.
  • Strong commitment to maintaining a high degree of confidentiality while delivering an exceptional level of customer service to diverse stakeholder groups.

Selective Preference(s):

Education & Experience

  • A Bachelorโ€™s degree in Business Administration, Finance, Accounting, Management Information Systems (MIS), or a related field; OR five (5) years of progressive experience in business analysis, system analysis, or financial systems operations.
  • Proven experience supporting public sector Enterprise Resource Planning (ERP) systems, with a strong preference for financial, cost accounting, budget control, or procurement module support.

Certifications & Methodologies

  • Project Management Institute (PMI) certification, such as a Project Management Professional (PMP) or Certified Associate in Project Management (CAPM).
  • Lean or Six Sigma certification/training, particularly applied to continuous business process improvement.
