Job description

UPMC Health Plan is hiring a full-time Quality Assurance Senior Project Manager to join the HEDIS Improvement team. This hybrid role will predominantly work remotely but will require occasional in office attendance as needed. Preference will be given to local candidates.

The ideal candidate will bring SQL and healthcare industry experience, with HEDIS knowledge considered a strong asset. They possess strong presentation skills and can translate complex information for both technical and non-technical audiences.

The Senior Project Manager will define, develop and manage overall success of Quality Measurement project objectives to enhance care of UPMC population, meet regulatory requirements and drive forward people, process, technology. Create strategic objectives to achieve goals of the project, formulate working teams, manage working teams, establish scope, gather requirements, execute high level data analysis, develop the project approaches and timelines, perform testing, develop key success metrics and continuously pursue process improvement. Recognize and anticipate scope and other program issues and communicate to internal client and project team as well as takes appropriate measures. Anticipates key business issues, leverage solutions from dependent and related projects and generate new perspectives, frameworks or innovations that enable problem resolution. Systematically assess and then convey pros and cons of alternative solutions to complex, sophisticated, and sensitive issues and achieves consensus on direction/ approach. Anticipate and define barriers to change with internal clients and project team; devise plans to address change barriers and ensure acceptance of the change process. Dynamically lead presentations/work sessions to positively influence decisions and perceptions. Manage in ambiguous situations with minimal direction, and build, direct and maintain motivated and diverse teams. Within the context of larger projects, supervision of project managers or other project team members may be required. These services will be provided in compliance with state and federal regulations, and the mission, policies and procedures of UPMC. Demonstrate professionalism and commitment to meet goals and objectives.
Responsibilities:

  • Oversee and coordinate all day-to-day functions of the Quality Measurement projects. Oversight of project success and subtasks of the project. Manage the Project Management life cycle to project completion. Perform high level data analysis tasks to formulate project strategies and gain insights on project related data. Anticipate and define barriers to change with internal client and project team; devise plans to address change barriers and ensure acceptance of the change process. Analyze the training needs of project teams and identify relevant training material/documents to address these needs. Anticipate key business issues and implement comprehensive recommendations to achieve desired outcome.
  • Anticipate project issues, assess alternatives, and take appropriate measures to resolve in a professional, tactful manner. Become recognized as a valued thought-partner by internal clients and project team. Build consensus between internal client and project team. Build follow-up mechanism/maintenance plan into project deliverables to ensure that changes to be implemented will be sustainable. Cooperate close with business leaders and/or relevant experts in resolving issues. Create an environment that fosters compliance with accepted methodologies and reflects industry best practice. Define alternative/compromise solutions that address others' fundamental concerns and impacts on long-term relationships. Define and develop project objectives, scope and work plan and review and confirm with internal client and project team. Delegate appropriate level of autonomy and decision-making - ensure that project issues are promptly and effectively handled and quality of work is achieved. Demonstrate ability to prepare sensitive information and communicate it directly to senior management.
  • Direct and execute creative analytic approaches/ create new or adapt existing analytical methods and tools to solve problems. Dynamically lead presentations/work sessions to positively influence decisions and perceptions. Effectively lead large project teams and/or high-priority efforts to high-quality results. Ensure business value has been delivered. Ensure deliverables meet business objective, design specifications and quality standards. Ensure that the most appropriate and efficient tools and techniques are selected and applied in accordance with project scope and time constraints. Establish a mentoring environment. Establish deliverable structure and content outline. Generate innovative ideas which are strategically sound and challenge the status quo. Generate new perspectives, frameworks or innovations that enable problem resolution. Identify and mitigate business risks associated with projects. Inform others of new and emerging topics/trends, technologies, and capabilities. Leverage solutions from dependent and related projects. Manage a large number of responsibilities in the face of competing priorities. Manage in ambiguous situations with minimal direction. Operate effectively in a fast changing environment.
  • B.S. degree in Business, Information Systems, Mathematics, Statistics, Health Care, Management, or related field. Master's degree is a bonus.
  • 5 years of project management experience.
  • Experience in health care insurance or health care industry strongly preferred.
  • SQL experience strongly preferred.
  • HEDIS experience is a bonus.

  • Excellent computer skills required, including Database tools, Word, Excel, PowerPoint, Project Management tools and other pertinent computer software packages.
  • Strong management, problem solving, organizational, and communication skills (oral and written) are required.
  • Excellent Project Management skills along with effective planning and organizational skills.

    Licensure, Certifications, and Clearances:

  • PMP, PM, or Six Sigma Certificate with advanced project management certification is a bonus.
