The Division of Trading and Markets is seeking applicants for the Senior Officer-Associate Director position within the Office of Broker-Dealer Finances (OBDF). This position is located in Washington, DC and is open to current federal employees in the competitive service.

The Division of Trading and Markets seeks a Senior Officer to co-lead the Office of Broker-Dealer Finances (OBDF), overseeing financial responsibility, capital, and liquidity requirements for broker-dealers (BDs) and security-based swap dealers. OBDF oversees BD financial responsibility, including customer asset protection, reporting, and capital requirements, and administers the Commission's program for BDs, SBSDs, and MSBSPs.
Duties:
- Lead the interpretation and development of amendments to the Commission's financial responsibility rules for broker-dealers, Security-Based Swap Dealers (SBSDs), and Major Security-Based Swap Participants (MSBSPs), and provide oversight of SRO margin rules and the Securities Investor Protection Corporation (SIPC).
- Assess emerging market developments, identify regulatory risks, and recommend new or updated policies to strengthen the financial responsibility framework.
- Analyze proposed and enacted legislation affecting equity, debt, derivatives, and security-based swaps markets, and lead or support rulemaking initiatives to implement statutory changes.
- Conduct complex analyses on the interpretation and application of federal securities laws, and Commission rules, evaluate their impact on Division programs and priorities, and collaborate closely with senior leadership across the Division and the Commission to support consistent application of regulatory requirements and advance cross-cutting initiatives.
- Provide strategic policy and regulatory guidance to senior officials across the Division, including on oversight of broker-dealers and SBSDs, administration of the SIPC framework, and evaluation of financial responsibility issues raised by SROs and market participants.
- Serve as a senior advisor and point of engagement with high-ranking officials in federal and state agencies, congressional offices, and private-sector executives, maintaining active liaison with key financial regulators, including the Public Company Accounting Oversight Board (PCAOB), Commodity Futures Trading Commission (CFTC), Treasury, and banking regulators.
- Oversee evaluations of internal risk management practices at ANC broker-dealers, OTC derivatives dealers (OTCDDs), and SBSDs, including reviews conducted through the Office of Broker-Dealer Inspections.

Qualifications
Time-in-grade for this announcement is one year at the GS/SK-14 level.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.
MINIMUM QUALIFICATION REQUIREMENT:
SO-01: Applicant must have at least one full year of specialized experience equivalent to at least the GS-14/SK-14 level in the federal government. Specialized experience is defined as:
- Monitoring risk management practices at large broker-dealers; and
- Approving and monitoring the use of quantitative models by large broker-dealers; OR Analyzing statistical models, calculating aggregated risk measures, such as Value-at-Risk ("VaR") and stress test methodologies developing findings related to models and risk governance; and
- Conducting targeted cross-firm examinations of large broker-dealers; and
- Monitoring certain large broker-dealers with material affiliates.
