Position Title: Project Manager (PM) – Project Manager III

Start Date: One 1-year base period plus four 1-year option periods


Place of Performance:

Remote with occasional travel (~4 times/year).


Position Summary: The Project Manager (PM) will lead and manage Federal correspondence, content management, records management, administrative workflow improvement, Section 508 compliance, and strategic program-support activities for the USDA Forest Service.

The Project Manager will serve as the contractor’s primary management point of contact and will be responsible for planning, coordinating, monitoring, and controlling contract performance. The role requires extensive experience supporting Federal organizations and subject-matter expertise in Federal records management, Freedom of Information Act requirements, Federal Advisory Committee Act requirements, Section 508 compliance, and Federal technical writing.

The Project Manager will manage a contractor-supervised, non-personal services team supporting correspondence and records activities across Federal correspondence management systems, digital workspaces, collaboration tools, and content-management environments.


Key Responsibilities:

  • Serve as the primary contractor management point of contact for Government stakeholders and lead all contract activities.
  • Develop, maintain, and execute the Project Management Plan, including business processes, work breakdown structure, project schedule, milestones, resources, quality controls, and risk management.
  • Manage project scope, schedule, staffing, risks, issues, deliverables, corrective actions, and continuity of operations.
  • Track all assigned tasks and critical milestones; provide timely status reports, risk alerts, recovery actions, and management recommendations.
  • Prepare and oversee monthly progress reports, annual summary reports, special status reports, executive briefings, presentations, meeting agendas, minutes, action items, and decision records.
  • Lead project support for ICCT, ECMM, CoRe, public-inquiry workflows, SharePoint collaboration, and related Federal correspondence-management processes.
  • Coordinate documentation and improvement of controlled correspondence, FOIA, FACA, records-management, content-management, and administrative workflows.
  • Support leadership initiatives through strategic analysis, Business Cases, Analyses of Alternatives, recommendations, and process-improvement activities.
  • Oversee development and revision of required standard operating procedures for correspondence, records, data quality, directives, forms, FOIA/Privacy Act, FACA, information collections, and related program areas.
  • Ensure all deliverables are complete, accurate, technically sound, timely, and compliant with Section 508 accessibility requirements.
  • Supervise qualified contractor personnel, subject-matter experts, backup resources, workload priorities, training compliance, and personnel replacement activities.
  • Lead transition-in, transition-out, knowledge transfer, data transfer, Government-furnished equipment accountability, and protection of Government information and system access.


Required Qualifications:

  • Minimum of ten (10) years of experience providing business services to Federal organizations.
  • Minimum of two years of experience working with Federal correspondence management systems.
  • Subject-matter expertise in Freedom of Information Act requirements.
  • Subject-matter expertise in Federal Advisory Committee Act requirements.
  • Subject-matter expertise in Section 508 regulations.
  • Subject-matter expertise in technical writing for the Federal Government.


Education:

  • Bachelor’s degree in Business Administration, Project Management, Public Administration, Information Management, Records Management, or a related field preferred.


Certification:

  • Project Management Professional (PMP) certification preferred
