Primary Responsibilities:

As a Program Manager, you will be the primary owner of contract performance across multiple programs and the accountable leader for delivery, customer satisfaction, team leadership, financial performance, and growth. You will ensure teams meet commitments, deliver high-quality results, and support client objectives while balancing day-to-day operational needs with longer-term program, client, and business goals.

A successful Program Manager demonstrates strong communication, leadership, and relationship management skills, with the ability to navigate complex stakeholder environments, resolve conflicts, and drive alignment across teams. This role requires balancing customer needs, contractual obligations, operational excellence, and financial performance to achieve both program and business objectives.

Primary expectations include:

  • Own delivery performance, contract compliance, financial health, budgets, burn rate, and overall outcomes, ensuring accountability for all external and internal deliverables.

  • Maintain and execute program roadmaps aligned to client priorities and evolving mission needs, while proactively managing risks through structured identification, tracking, and mitigation.

  • Monitor performance against requirements and contractual obligations, escalating issues early and driving corrective actions to ensure successful outcomes.

  • Serve as the primary point of contact for partners, CORs, and key government stakeholders, building and maintaining trusted relationships across all levels of the customer organization.

  • Lead discussions related to scope, timelines, priorities, contract modifications, and evolving program conditions, ensuring alignment with customer needs and contract constraints.

  • Own all program-level reporting, including monthly status reports, executive briefings, contractual deliverables, and required reporting artifacts.

  • Ensure communications are clear, accurate, and appropriately tailored to technical, operational, and executive audiences, translating delivery status into actionable insights.

  • Serve as the final escalation point for program issues, incidents, and stakeholder concerns, coordinating response strategy and resolution.

  • Lead and structure program teams across employees, subcontractors, and matrixed resources, defining roles, responsibilities, and accountability models that enable successful delivery.

  • Oversee full lifecycle staffing, including onboarding, offboarding, workforce planning, subcontractor management, and performance oversight across all program personnel.

  • Partner with delivery leadership, recruiting, and hiring managers to support staffing needs, resolve performance issues, and ensure team readiness and retention.

  • Identify, track, and pursue organic growth opportunities within assigned programs, documenting customer needs and white space for business development leadership.

  • Support proposal development, capture activities, and past performance documentation tied directly to program execution and outcomes.

  • Represent organizational capabilities in client discussions, positioning the company for expanded scope, new work, and long-term partnership growth.


Basic Qualifications:

  • Bachelor's and 7+ years of program or project management experience in federal IT contracting or similar complex delivery environments

  • Demonstrated experience managing end-to-end program performance in Prime and Subcontractor environments, including customer relationships, delivery outcomes, staffing, financial oversight, and navigating contract scope and priorities.

  • Proven experience managing budgets, forecasting, and delivery performance in T&M and/or fixed-price environments.

  • Demonstrated experience leading teams of 25+ personnel, including subcontractors and matrixed resources, across multiple concurrent workstreams.

  • Experience applying Agile project management methodologies and project management software tools.

Preferred Qualifications:

  • Project Management Professional (PMP) or Program Management Professional (PgMP) certification strongly preferred.

  • Agile certification strongly preferred, such as PMI-ACP, AgilePM Foundation, ICAgile Certified Professional (ICP), Certified Scrum Master (CSM), SAFe Agilist, or equivalent.

  • Experience with the Department of Veterans Affairs.

  • Brings a strong product sense, with the ability to translate customer needs into delivery priorities, align teams around outcomes, and balance technical execution with user and mission value.

In support of various state and city equal pay transparency laws, Ad Hoc job descriptions feature the starting range we reasonably expect to pay to candidates who would join our team with little to no need for training on the responsibilities we've outlined above. Actual compensation is influenced by a wide range of factors including but not limited to skill set, level of experience, and responsibility.
