Harris Miller Miller & Hanson Inc. (HMMH) is a national leader in assessing environmental impacts and developing mitigation strategies for major infrastructure and private-sector projects. Since 1981, we have supported aviation, highway, rail, transit, energy, industrial, and private-sector clients across the U.S.
We are seeking a Managing Consultant to join our Aviation Environmental & Sustainability group in a remote or hybrid role. This position combines technical and project leadership, environmental planning, and business development, with a focus on National Environmental Policy Act (NEPA), California Environmental Quality Act (CEQA), and/or other state-equivalent environmental processes. The Managing Consultant will apply their technical expertise to deliver environmental documents that are well-written and comply with federal and state environmental regulations and processes. The role includes mentoring junior staff, overseeing multidisciplinary teams and subconsultants, managing project financial and contractual requirements, and building strong client relationships. The Managing Consultant will also help grow HMMH's NEPA/CEQA environmental practice through supporting the development of proposals, engaging with clients, participating in business development activities, , and being involved in industry events. Travel may be required for project work, client meetings, fieldwork, and industry participation.
Position Responsibilities:
  • Lead and manage moderately complex environmental projects from initiation through closeout.
  • Provide technical direction and oversight based on project requirements, either through direct technical execution or through appropriate delegation and management of junior staff and subconsultants.
  • Write specific chapters of NEPA documents, including but not limited to, alternatives, purpose and need, affected environment, and/or environmental consequences
  • Manage project scopes, schedules, budgets, contracts, and financial performance.
  • Manage subconsultants and other project partners.
  • Develop and maintain relationships with existing and potential clients and participate in client meetings and presentations.
  • Support proposals, scopes of work, cost estimates, and business development strategies for small to medium-sized projects.
  • Represent HMMH at industry conferences, professional organizations, and technical committees.
  • Other duties as assigned.

Minimum Requirements:
  • BA/BS in environmental science, engineering, atmospheric science, physics, planning, or a related technical field.
  • 5+ years of relevant professional experience.
  • Demonstrated experience with NEPA and/or CEQA environmental planning and documentation, preferably in support of aviation, transportation, or infrastructure projects.
  • Demonstrated knowledge and understanding of special purpose laws
  • Demonstrated technical expertise in at least one relevant environmental discipline.
  • Demonstrated experience successfully managing projects, including responsibility for scope, schedule, budget, contracts, and client relationships.
  • Experience leading multidisciplinary project teams and managing subconsultants.
  • Strong analytical, technical writing, presentation, and communication skills.
  • Ability to work independently and effectively in team environments.
  • Willingness to travel as required for project and business development needs.

Preferred Qualifications:
  • Extensive NEPA and/or CEQA experience, including preparation or management of environmental documentation.
  • Experience with environmental planning for airports, roadways, bridges, rail, and/or transit.
  • Interest in developing new business and expanding client relationships within established market areas.
  • Active involvement in industry organizations, technical committees, or professional associations.
  • Experience with technical tools, data analysis, GIS, or programming relevant to environmental projects.
