Summary
NIST is seeking an Enterprise Risk Management Analyst to provide technical and analytical services for the NIST Enterprise Risk Management Office. This position involves analyzing and evaluating program operations. The analyst will develop elements of the Enterprise Risk Management (ERM) framework and advise NIST senior management, including Organizational Unit (OU) Directors and Associate Directors, on implementing the agency-wide ERM program.

As an Enterprise Risk Management Analyst, you will evaluate program operations and create reports to support risk-based decision-making.
The Candidate will:
  • Provides technical and analytical support to the Enterprise Risk Management (ERM) Office.
  • Plans, manages, and executes complex assignments in a recognized administrative field supporting agency goals.
  • Analyzes and evaluates programs and operations, including newly funded programs and existing NIST laboratory, manufacturing, and research programs, and NIST mission support functions.
  • Applies expertise, judgment, validation, writing, and communication skills to develop and deliver recommendations to senior management.
  • Leads risk interviews with internal and external stakeholders; identifies and analyzes qualitative and quantitative data sources; and facilitates the participation of agency management and staff in risk assessment and reporting activities.
  • Develops and delivers reports, reference materials, guidance, training, and/or communications; leads projects of notable complexity that impact senior management decision-making; applies initiative, reasoning, and evaluative methods.

Qualifications
This position requires one year (52 weeks) of specialized experience equivalent to at least the GS-13 level (ZA-III at NIST). Specialized experience is defined as:
  • Developing and applying risk management principles within an organization or in the context of project and program management.
  • Experience in conducting risk assessments.
  • Integrating risk considerations into project and program management processes.
  • Conducting quantitative analyses of complex data sets using tools such as Microsoft Excel.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
