We support clients with daily reporting, materials testing coordination, schedule tracking, and quality assurance oversight. Additional services include project management, grants management for federally funded infrastructure and disaster recovery programs.

About the Role:

The Project Manager will support the U.S. Army Corps of Engineers (USACE) READI contract by leading task orders, coordinating rapid-response Architectural-Engineering (A-E) teams, managing scope, schedule, and cost performance, and serving as the primary interface between the Contractor and USACE. This role is responsible for overseeing the successful execution of emergency response, disaster recovery, infrastructure restoration, and resiliency projects throughout the project lifecycle.

The Project Manager will provide leadership and direction to multidisciplinary teams of architects, engineers, environmental professionals, planners, and technical specialists while ensuring project deliverables meet contract requirements, quality standards, budget constraints, and schedule commitments. The position requires strong technical management expertise, stakeholder engagement capabilities, and experience supporting federal emergency management and recovery operations.

Minimum Qualifications:

  • Licensed Professional Engineer (PE) or Registered Architect (RA) in the United States.
  • Minimum of ten (10) years of experience managing disaster response, emergency management, infrastructure recovery, or Architectural-Engineering (A-E) projects.
  • Demonstrated experience managing multidisciplinary engineering, architectural, environmental, and technical project teams.
  • Experience overseeing project scope, schedule, budget, quality control, risk management, and contract compliance activities.
  • Proficiency with Microsoft Project and other project management software applications.
  • Strong knowledge of federal contracting practices, A-E project delivery processes, and quality management requirements.
  • Excellent written and verbal communication skills with experience coordinating with government agencies, contractors, and technical stakeholders.

Preferred Qualifications:

  • Project Management Professional (PMP) certification or equivalent project management credential.
  • Experience supporting USACE, FEMA, DoD, GSA, NAVFAC, or other federal disaster response and infrastructure recovery programs.
  • Experience managing multiple simultaneous task orders under Indefinite Delivery/Indefinite Quantity (IDIQ) contracts.
  • Familiarity with Design-Build and Design-Bid-Build project delivery methods.
  • Knowledge of emergency management principles, continuity of operations planning, and disaster recovery programs.
  • Experience managing geographically dispersed teams and rapid-response deployments.

Responsibilities:

  • Lead READI task orders supporting emergency response, disaster recovery, infrastructure restoration, and resiliency initiatives.
  • Serve as the primary point of contact and interface between the Contractor and USACE representatives.
  • Coordinate rapid-response A-E teams and technical specialists to support time-sensitive project requirements.
  • Develop, maintain, and manage project scope, schedules, budgets, staffing plans, and resource allocations.
  • Monitor project performance and implement corrective actions to ensure compliance with contract requirements and project objectives.
  • Coordinate multidisciplinary teams including architects, engineers, environmental professionals, planners, quality control personnel, and subcontractors.
  • Manage project communications, status reporting, risk management activities, and stakeholder engagement efforts.
  • Oversee project documentation, deliverable tracking, quality assurance processes, and contract compliance requirements.
  • Facilitate project meetings, technical reviews, and coordination sessions with USACE personnel and project stakeholders.
  • Support proposal development, task order planning, cost estimating, and project execution strategies as required.
  • Ensure timely delivery of technical reports, engineering studies, designs, specifications, and other contract deliverables.
  • Participate in emergency response and recovery activities, including rapid deployment and support of mission-critical operations when required.
