Job description

Summit Federal  Services, LLC (SFS) with headquarters in Oakland, Maryland, is a fast growing woman owned Small Business and HUBZone company with an outstanding record of performance providing more effective and efficient acquisition, business process, training, IT, administrative and security services to multiple federal agencies.
SFS is looking for a Remote IT Project Manager to lead and oversee DoD software development programs and projects in support of mission-critical initiatives. This role is responsible for managing multiple concurrent projects, ensuring alignment with scope, cost, schedule, and performance objectives while adhering to Agile frameworks and DoD standards. The Project Manager will facilitate cross-functional collaboration, develop and maintain comprehensive project management documentation, and ensure delivery of high-quality software solutions in dynamic operation environments.   The position directly supports program execution, Stakeholder engagement and successful mission outcomes across DoD organizations.
Location: Quantico Virginia
Key Duties:
  • Lead and manage multiple DoD software development projects simultaneously.
  • Develop, maintain, and update Program/Project Management documentation including: Project Management Plans, Work Breakdown Structures, Risk Management plans, Integrated Master Schedules, meeting agendas and meeting minutes.
  • Apply Agile Framework methodologies, including user story development, backlog management, sprint execution, prioritization and adaptive planning to accommodate evolving requirements.
  • Oversee and coordinate activities of cross-functional project team members, including software developers, engineers, and support personnel.
  • Utilize ServiceNow to support project tracking, workflow management task assignments and reporting.
  • Review and approve project deliverables to ensure technical accuracy, completeness, and compliance with DoD standards and contractual requirements.

Qualifications:
  • Required  Secret Clearance
  • Bachelor Degree in Program/Project Management, Business Management or related discipline and 5 years of experience or 10 years without degree. 
  • Active PMP certification required and 5 years of expereince or 10 years without PMP
  • 5 years of demonstrate program/project management experience.
  • 5 years of both DOD and DOD software Development experience required
  • 2 years minimum experience utilizing ServiceNow
Desired Experience:
  • SCRUM Master Certification
  • Experience with additional Agile scaling frameworks (e.g. SAFe, LeSS
  • Experience supporting enterprise-level DoD IT modernization initiatives.
  • Familiar with DoD acquisition lifecycle processes and software development goverance frameworks.

  • Agile Project Management tools (e.g Jira, Azure DevOps)
  • Microsoft Project
  • Microsoft Office Suite
  • Collaboration tools ( Microsoft Teams, Sharepoint)
