Overview:
We are seeking an Sr Financial Analyst to provide financial and analytical expertise in budget formulation, capital planning and investment, financial analysis, and risk management for the CEC IT Investment Management Program. Collects investment data, conducts financial reviews/audits, and produces analysis and reporting ensuring compliance with the Clinger-Cohen Act of 1996, OMB Circular A-11, OMB Circular A-130, and FITARA. Supports CEC leadership and the Investment Program Manager in meeting CPIC requirements (data calls, OMB budget submission, acquisition documentation, AgMax entry) and delivers monthly, quarterly, and annual Investment Management reporting.ย 
Key Responsibilitiesย 
  • IT Investment Management: Prepare and submit IT capital investment information per OMB/OCIO standards; support data calls, OMB IT Budget submission, acquisition strategy/plan documentation, and investment presentations; maintain data in AgMax and 1OCIO.ย 
  • Investment Portfolio Reporting: Maintain a portfolio of up to 10 IT Business Cases; prepare annual Business Case Artifacts, quarterly IDC/PortfolioStat submissions, and quarterly DLCC data (TBM taxonomy); track investment performance metrics, DME/Planning Costs, and cost-benefit/alternatives analyses.ย 
  • Risk Management: Maintain and improve the CEC Risk Registry (SharePoint), identify and document program/system/security/financial risks, and support CEC Risk Plans and mitigation reviews.ย 
  • Governance & Reporting: Develop and deliver Investment quad charts and presentations to the IGB, IPTs, and Investment Program Manager; respond to data calls, questions, and customer requests on CEC investments.ย 
  • Acquisition Approval Requests (AARs): Plan, prepare, review, and route up to 100 AARs/year within a 15-day processing standard; track Conditional AAR approvals; maintain the AAR SharePoint site, templates, historical files, and Spend Plan updates in 1OCIO.ย 
  • Process Improvement: Support continual improvement of CPIC and AAR processes, including evaluation of AI tools for scheduling and artifact production.ย 
Qualificationsย 
  • Bachelorโ€™s degree in Finance, Accounting, or related field (or equivalent experience); 5+ years in financial analysis, budget formulation, or federal IT investment management.ย 
  • Working knowledge of Clinger-Cohen Act, OMB Circulars A-11/A-130, and FITARA; hands-on CPIC, PortfolioStat/IDC, and investment scoring experience.ย 
  • Experience with AgMax, 1OCIO, or comparable federal investment/financial systems; proficiency in Excel, PowerPoint, and SharePoint.ย 
  • Strong communication skills for executive-level presentations (quad charts) to governance boards; strong organizational skills across multiple concurrent deliverables.ย 
  • Min 5+ Years in federal government project.
