GENERAL SUMMARY: Provide project controls management and oversight of engineering and shipboard installation projects for the US Navy. Responsible for project planning and scheduling, cost estimating and monitoring, and quality review. Manages project controls personnel. Establishes operating policies to mitigate risk. Provide guidance and consultation for project teams to develop Work Breakdown Structures (WBS), prepare project schedules, identify risks and impact of contract changes, monitor project performance, and provide progress reports throughout project life cycle. This position allows 25% remote work.

PRINCIPAL DUTIES/RESPONSIBILITIES:
- Develop and maintain Work Breakdown Structures (WBS) and resource/cost loaded schedules in Primavera P6 and Microsoft Project. Ensure scheduling best practices and industry standards are followed.
- Assist Program Managers and Estimators in the development of detailed cost estimates and proposals, including WBS, material pricing, and preliminary project schedules.
- Integrate financial data (Deltek Cost Point preferred) into project schedules. Analyze project schedules for labor burn rates, subcontractor costs, funding, estimates to complete, risk management, etc.
- Analyze project schedules for critical path, risks, contract/scope changes, and project status/progress.
- Prepare regular progress reports on physical and financial status of shipboard installation.
- Maintain portfolio of integrated project schedules across all Delphinus programs. Provide analysis and reports on manpower/resource allocation.
- Must have detailed knowledge to develop, implement, and manage POAM processes and execution strategies to support project objectives and operational requirements
- May lead and direct effort of groups of personnel.
- Must be able to successfully pass a criminal background check, drug screening, and obtain and maintain a security badge for all military installations and civilian shipyards.
REQUIRED EXPERIENCE:
- Demonstrated and proven experience with Primavera P6 and Microsoft Project.
- Experience in the planning and oversight of engineering, construction, and shipboard construction projects.
- Strong communication skills and demonstrated capability to interact with all levels of the organization, clients, customers, and vendors.
- Thorough knowledge of project management practices.
- Proficient in the use of Microsoft Office applications (Word, Excel, PowerPoint).
- Prospective employees must be a US Citizen with a Clean Background.
- Current Security clearance preferred.
SALARY RANGE: $110,000 - $125,000 per year
