Job description

Position Summary

Q2IMPACT seeks a Capture Consultant to support growth across its DoW portfolio. The consultant will identify, shape, and capture new business opportunities focused on security cooperation, assessment, monitoring, and evaluation (AM&E), knowledge management, and staffing support—particularly within the Defense Security Cooperation Agency (DSCA) and Combatant Commands (COCOMs).

This role is externally oriented and focused on opportunity development and capture execution. The consultant will engage directly with clients and partners, develop and lead capture strategies, and support proposal efforts. The role will require coordination with Q2IMPACT leadership and BD staff to ensure accurate tracking and alignment on priorities.

Key Responsibilities

Business Development and Market Expansion

  • Identify, qualify, and prioritize new business opportunities across DoW, with emphasis on DSCA, COCOMs, and related mission buyers
  • Establish and maintain relationships with DoW stakeholders.
  • Represent Q2IMPACT in client meetings, industry events, and partner engagements to generate qualified leads.
  • Communicate Q2IMPACT’s capabilities and positioning clearly to clients and partners.
  • Support positioning on relevant IDIQs, GWACs, and other contract vehicles.

Capture Management

  • Lead capture efforts from opportunity identification through proposal submission.
  • Develop and execute capture strategies, including customer engagement plans, competitive assessments, win themes, and teaming approaches.
  • Shape early-stage opportunities into actionable pursuit plans with clear next steps and timelines.
  • Conduct pre-RFP engagement to inform requirements, strengthen positioning, and improve probability of win.
  • Support bid/no-bid decisions and capture planning in coordination with Q2IMPACT leadership.

Partnering and Teaming Strategy

  • Identify and engage potential prime and subcontract partners aligned to specific pursuits.
  • Support development of teaming strategies based on customer needs, vehicle access, and competitive positioning.
  • Help secure teaming arrangements early in the pursuit lifecycle.

Proposal Support and Execution

  • Ensure alignment between capture strategy and proposal development.
  • Contribute to proposal planning, compliance, technical approach, staffing, and management sections.
  • Support proposal execution as needed, including coordinating inputs across technical, pricing, and recruiting teams.

Location: Washington, DC or REMOTE

Travel Requirements: Domestic travel may be required; up to 25%

Requirements

  • 6–12+ years of experience in federal business development and capture management with a focus on the Department of Defense.
  • Demonstrated success identifying, shaping, and advancing opportunities through the full BD lifecycle.
  • Strong understanding of pre-RFP shaping, capture strategy, teaming, proposal support, and federal acquisition processes.
  • Experience identifying, leveraging, or pursuing IDIQs, GWACs, and other contract vehicles.
  • Existing relationships within government, such as DSCA, COCOM J-codes, SCOs, Service components, or adjacent defense stakeholders.
  • Established network across industry, including primes, subcontractors, and vehicle holders relevant to DoD services work.
  • Experience supporting technical and cost proposal development.
  • Strong organizational, project management, and follow-through skills; ability to manage multiple concurrent pursuits without close day-to-day oversight.
  • Able to travel domestically up to 25%.

Preferred Qualifications

  • Experience in security cooperation, AM&E, knowledge management, staffing support, or institutional support services.
  • Experience supporting or pursuing work with DSCA and/or one or more COCOMs.
  • Experience with OTAs, SBIR/STTR, or other alternative acquisition pathways.
  • Experience leading proposal execution in addition to capture management.
  • Experience in small to mid-sized federal contracting environments.
  • Familiarity with capture best practices, structured pursuit management, and proposal compliance processes.
  • Active Secret clearance.
