The Senior Proposal Manager holds an advanced role in leading the development of complex and strategic proposals for critical customer opportunities. As a seasoned professional in proposal management, this role involves high levels of ownership, leadership, and collaboration to deliver winning submissions that align with both customer priorities and business objectives. The Senior Proposal Manager serves as a key point of contact for large, cross-functional proposal efforts and works closely with leadership to shape and implement proposal strategies. This position is US remote telework and US citizenship is required.

Key responsibilities include:

  • Leads the planning, coordination, and execution of complex and high-priority proposal efforts, managing all aspects of development from initial strategy through final submission.
  • Manages proposal development to integrate daily work assignments, develop project schedules, budgets, and plans, and manages personnel, finances, and facilities to achieve the proposal objectives.
  • Takes end-to-end ownership and command of proposal development and related support processes, including down-select questions, written proposals, oral presentations, Evaluation Notices (ENs), Final Proposal Revisions (FPR), etc.
  • Oversees proposal writing team, reviews proposal content, and monitors quality of writing.
  • Oversees contributions from cross-functional teams, managing schedules, deliverables, and resources to ensure timely and compliant submissions.
  • Collaborates with business development, technical leads, pricing analysts, and other stakeholders to craft compelling, customer-centric proposals.
  • Researches and incorporates historical data, competitive analysis, and customer trends to strengthen proposal strategies and align with anticipated requirements.
  • Manages pricing activities, ensuring alignment with the proposal scope and compliance with solicitation requirements.
  • Acts as a primary interface during customer clarification meetings, fact-finding exercises, and discussions regarding pricing and technical solutions.
  • Provides strategic guidance and mentorship to proposal team members, facilitating growth and best practices across the proposal team.
  • Monitors and enforces compliance with RFP/RFQ guidelines, quality assurance standards, and internal approval processes for all deliverables.
  • Identifies and mitigates risks to proposal success, offering strategic solutions to address potential challenges in meeting customer needs.
  • Prepares and delivers written and oral presentations for internal stakeholders on proposal progress, risks, and opportunities.
  • Participates in post-award reviews and lessons-learned sessions to identify areas for continuous improvement in processes and performance.

Knowledge and Skills:

  • Knowledge of Department of Defense (DoD) and U.S. Government structure and agency acquisition procedures and policies, development, capture planning and proposal writing.
  • Must possess thorough knowledge of the federal acquisition process, FAR, and RFP sections and appendices.
  • Expert knowledge of Microsoft Office, Microsoft Project and SharePoint are desirable.
  • Strong analytical skills to oversee an entire proposal structure and cross-functional teams.
  • Working knowledge of SharePoint administration and production processes is highly desirable.
  • Excellent project management through clear communication, effective leadership and interpersonal skills.
  • Knowledge of Shipley Proposal Development Model is highly desirable.
  • Demonstrated track record of success in managing and delivering large proposals with high technical and cost-pricing complexity.

Experience and Education Requirements:

  • Typically 12+ years of relevant experience with a Bachelor’s degree in a related field, or 8+ years of relevant experience with a Master’s degree.
  • Minimum of 5+ years of managerial or leadership experience, with a proven ability to lead cross-disciplinary teams on complex proposal efforts.
  • Deep knowledge of industry best practices for proposal development, compliance requirements, and customer engagement strategies.
  • US Citizenship is required.

Compensation Details:

160-190K Range
