Job Description:

Seeking an experienced B2G Proposal Specialist to support high-priority State and Local Government (SLED) proposal efforts in a fast-paced GovTech environment. This individual will own the end-to-end proposal lifecycle, partnering with Account Executives and Subject Matter Experts to develop compliant, compelling, and evaluator-focused responses for RFPs, RFIs, and RFQs.

This role requires someone who can step in immediately with minimal ramp-up, independently manage multiple active pursuits, and thrive in deadline-driven environments. The ideal candidate has extensive experience interpreting government solicitations, building compliance matrices, coordinating cross-functional teams, and writing proposal content from scratch while ensuring all submission requirements are met.

Day-to-Day Responsibilities:

  • Own the full lifecycle of government proposal responses (RFPs, RFIs, RFQs) for State and Local Government opportunities
  • Interpret solicitation requirements and develop compliance matrices, response outlines, and proposal schedules
  • Write clear, compliant, evaluator-focused proposal content, including technical, operational, implementation, and management responses
  • Partner with Account Executives to support proposal strategy, win themes, and active pursuits
  • Coordinate with Subject Matter Experts across Product, Engineering, Operations, Legal, and Finance to gather proposal inputs
  • Manage proposal timelines, reviews, version control, and submission logistics to ensure on-time delivery
  • Track amendments, Q&A responses, and solicitation updates throughout the proposal lifecycle
  • Maintain proposal quality, compliance, and document consistency across all deliverables
  • Leverage AI tools, including Claude and other generative AI platforms, to accelerate content development, improve proposal quality, and streamline collaboration
  • Participate in daily stand-up meetings and communicate project status, risks, and blockers

Minimum Requirements:

  • 5–7 years of experience leading end-to-end government proposal development for State and Local Government (SLED) opportunities
  • Proven experience managing multiple concurrent RFPs, RFIs, and RFQs in a GovTech, SaaS, or technology environment
  • Strong expertise in RFP interpretation, compliance matrix development, requirements traceability, proposal administration, and submission management
  • Experience writing proposal content from scratch, including technical, implementation, operational, and management narratives
  • Proficiency with Microsoft Word, Adobe InDesign, and proposal content management platforms such as Responsive, RFPIO, Loopio, or Qvidian
  • Experience coordinating cross-functional stakeholders, including Sales, Product, Engineering, Legal, and Subject Matter Experts
  • Familiarity with Shipley methodology principles and evaluator-focused proposal development
  • Experience using AI tools such as Claude, ChatGPT, or other generative AI platforms to improve proposal development workflows
  • Excellent project management, communication, organizational, and stakeholder management skills
  • Self-starter with the ability to work independently in fast-paced, deadline-driven environments with minimal oversight

Preferred Qualifications:

  • Experience supporting GovTech or SaaS organizations selling into State and Local Government agencies
  • APMP Certification or formal proposal management training
  • Experience with Salesforce or other CRM platforms
  • Familiarity with procurement portals such as GovWin, BidNet, Bonfire, OpenGov, GovSpend, or similar
